(51) In order to ensure uniform conditions for the implementation of this Directive, implementing powers should be conferred on the Commission relating to: the content of the file which shall accompany the request of non-application of one or more TSIs or parts of them, the details, the format and the transmission modalities of that file; the scope and the content of the EC declaration of conformity and suitability for use of interoperability constituents, its format and the details of the information included in it ; the classification of the notified national rules in different groups with the aim of facilitating the compatibility checks between fixed and mobile equipment; the verification procedures for subsystems, including the general principles, the content, procedure and documents related to the ‘EC’ verification procedure, and to the verification procedure in the case of national rules; the templates for the ’EC’ declaration of verification and for the declaration of verification in the case of national rules and templates for documents of the technical file that has to accompany the declaration of verification; the common specifications relating to content, data format, functional and technical architecture, operating mode and rules for data input and consultation for the register of infrastructure.

Deplores the difficulties the ECA has encountered in accessing information about the actions carried out by UN partners; recalls that, under the FAFA verification clause, the EU, and therefore the ECA, may carry out on-the-spot financial checks and that the UN is to provide all relevant financial information; stresses that the UN must provide the ECA with the necessary access to information and thus fulfil the FAFA verification clause;

Pour conclure, afin d'accroître la transparence et le niveau d'information quant aux résultats obtenus pendant la période 2009-2011, et afin de garantir la mise en place d'instruments adéquats permettant de coordonner les actions financées au titre du Feader et des Fonds structurels pour financer des infrastructures destinées à l'internet à large bande, votre rapporteur demande à la Commission d'introduire, dans le rapport de surveillance annuel prévu par le Fonds européen pour le développement rural, une section qui porte spécifiquement sur la vérification des résultats obtenus grâce aux dites activités.
Finally, with a view to increasing transparency and the information available on the outcome for 2009-2011 and to ensure that the instruments coordinating actions financing broadband Internet infrastructure funded by the EAFRD and the Structural Funds are suitable, the Commission is asked to include a section specifically given over to verifying the results of this initiative in the annual monitoring report required for the European Rural Development Fund.
