Le programme de travail de cette année contient 18 nouvelles initiatives REFIT. S'appuyant sur une évaluation approfondie, la Commission va proposer d'actualiser et d'améliorer la législation existante afin qu'elle continue d'atteindre ses objectifs de manière efficace et sans charges excessives. Il s'agit par exemple d'améliorer le signalement des paiements transfrontières et de réduire les frais qui y sont liés, notamment en ce qui concerne les transactions à destination et en provenance des États membres n'appartenant pas à la zone euro, ou d'améliorer l'exploitation et l'utilisation du système d'information Schengen dans le domaine de la gestion des frontières.

Rejects the Council's unilateral decision to change the legal basis of the proposal on the "Schengen evaluation mechanism" from ordinary legislative procedure to Article 70 of the Treaty on the Functioning of the European Union; supports the Conference of Presidents’ decision to block cooperation with the Council on the 2013 budget as regards internal security aspects; endorses, therefore, the position taken by its Committee on Civil Liberties, Justice and Home Affairs to put into the reserve some budgetary lines in Title 18 which relate to internal security (in commitment and payment appropriations) until a satisfactory outcome is achieved on the Schengen governance package; is of the opinion that this reserve should not be applied to the agencies working under Heading 3a in order not to jeopardise their work;

The United Kingdom is taking part in this Decision, in accordance with Article 5 of the Protocol integrating the Schengen acquis into the framework of the European Union annexed to the Treaty on European Union and to the Treaty establishing the European Community and Article 8(2) of Council Decision 2000/365/EC of 29 May 2000 concerning the request of the United Kingdom of Great Britain and Northern Ireland to take part in some of the provisions of the Schengen acquis (10), to the extent that its measures develop provisions of the Schengen acquis against the organisation of illegal immigration in which the United Kingdom participates, and the Protocol on the position of the United Kingdom and Ireland annexed to the Treaty on European Union and to the Treaty establishing the European Community, having notified under Article 3 thereof its wish to take part in the adoption and application of this Decision.
