...Appreciates the constructive approach of the Serbian Government to relations with neighbouring countries, since this has enabled substantial progress in both regional cooperation and closer relations with the EU, and urges Serbia to continue to build on its good-neighbourly relations; calls on Serbia to promote good-neighbourly relations and the peaceful settlement of disputes, which includes promoting a climate of tolerance and condemning all forms of hate speech or war-time rhetoric and refraining from gestures such as publicly welcoming the return of individuals convicted of war crimes; notes that outstanding disputes and issues, in particular issues of border demarcation, succession, return of cultural goods and disclosure of Yugoslavian archives should be resolved in line with international law and established principles, including through implementation of legally binding agreements, inter alia the agreement on succession issues, and that bilateral disputes should be addressed in the early stages of the accession process in accordance with international law; highlights Serbia’s constructive role in the framework of the ‘Berlin Process’ and the Western Balkan Six initiative and its connectivity agenda; welcomes other initiatives focused on the future of the Western Balkans, in particular the Brdo Process, which proves to be an important framework for cooperation in both political and technical fields, and takes the view that concrete cooperation in areas of mutual interest can contribute to the stabilisation of the Western Balkans; welcomes, in this respect, the first Serbia – Bosnia and Herzegovina joint ministerial meeting, which took place on 4 November 2015 in Sarajevo; calls on Serbia to further promote the stabilisation and institutional strengthening of Bosnia and Herzegovina through its existing contacts and good-neighbourly relations with the country; reiterates its call on the Serbian authorities to initiate further measures for cross-border cooper ...

Underlines the role of the parliament as a key democratic institution and calls therefore for a strengthening of its oversight role and for ensuring a more institutionalised consultation process on draft legislation; welcomes in this regard the adoption on 5 March 2015 of the reviewed law ‘On Parliament’s role in the European integration process of Albania’ as well as the consensual parliamentary resolution of 24 December 2014 in which it was agreed that the opposition would return to parliamentary work while the governing majority would seek consensus with the opposition on important reforms, that the decisions of the Constitutional Court (CC) would be respected and the issue of people with criminal records holding or running for public office addressed; calls for its proper and timely implementation in a constructive manner; calls on all political parties to improve democratic consensus-building, which is the key to advancing in the accession process; considers it important that Albania’s civil society, media and citizens hold their leaders accountable for specific policy outcomes;

25. appelle la Croatie et ses voisins à s'engager activement à résoudre les questions bilatérales qui subsistent, conformément aux engagements internationaux et aux principes des relations de bon voisinage et de coopération régionale; salue à cet égard les initiatives prises par les gouvernements de la Croatie et de la Serbie pour améliorer leurs relations et compte sur l'intensification de leur coopération; salue la signature d'un mémorandum d'accord entre la Slovénie et la Croatie pour trouver une solution au problème de la Ljubljanska Banka dans un esprit constructif; salue la ratification du traité d'adhésion par le parlement slovène; rappelle que les questions bilatérales ne doivent pas servir à bloquer l'intégration des pays candidats actuels ou futurs; invite instamment tous les États membres, dans ce contexte, à ratifier en temps et en heure le traité d'adhésion de la Croatie;
25. Appeals to Croatia and its neighbours to engage actively in the resolution of outstanding bilateral issues in accordance with international commitments and the principles of good neighbourly relations and regional cooperation; welcomes, in this regard, the steps taken by the Government of Croatia and the Government of Serbia to improve relations, and looks forward to an intensification of their cooperation; welcomes the signing of a Memorandum of Understanding between Slovenia and Croatia on finding a solution to the Ljubljanska Banka case in a constructive manner; welcomes the ratification of the Accession Treaty by the Parliament of Slovenia; recalls that issues of a bilateral nature must not be used to impede the integration processes of current or future applicant countries; in this context, urges all Member States to ratify Croatia’s Accession Treaty on time;

Le Conseil salue les efforts déployés à cet égard par les parties et par le groupe de mise en œuvre de haut niveau de l'Union africaine présidé par M. Mbeki; il appelle les parties à finaliser l'accord-cadre et à s'employer, dans un esprit constructif, à résoudre dans les meilleurs délais les questions essentielles restées en suspens.
The Council commends the efforts made by the parties and the AU High Level Implementation Panel chaired by President Mbeki in this regard and urges the parties to finalise the Framework Agreement and engage constructively to resolve key outstanding issues as soon as possible.
