L'UE est à même de contribuer à ce processus avec son expérience en matière de renforcement des capacités et des institutions acquise dans le cadre de l'élargissement et, plus largement, de son action extérieure. Dans ce contexte, la négociation d'un ACC avec l'Irak complétera le cadre de l'assistance apportée par l'UE. Tout en incitant l'Irak à établir des capacités pour gérer l'application de l'accord, celui-ci permettra également la constitution de groupes de travail techniques qui formeront un cadre propice aux échanges d'expériences.
The EU is well placed to help implement these reforms through experience from the enlargement process and support for building capacity and institutions in other parts of the world. In this context, the negotiation of a TCA with Iraq will be an additional area in which the EU can make a contribution, both by spurring Iraq to establish a functioning administration to manage the implementation of the agreement and by providing a framework for setting up technical working groups to support the exchange of know-how and expertise.
