As regards the Republic of Iceland and the Kingdom of Norway, except insofar as it establishes an exchange of information on the problems associated with the return of third-country nationals other than those who do not fulfil or who no longer fulfil the conditions for a short stay applicable within the territory of a Member State by virtue of the provisions of the Schengen acquis, this Decision constitutes a development of the provisions of the Schengen acquis within the meaning of the Agreement concluded on 18 May 1999 by the Council of the European Union and the Republic of Iceland and the Kingdom of Norway concerning the association of those two States with the implementation, application and development of the Schengen acquis , which fall within the areas referred to in Article 1, points A, B, C and E of Council Decision 1999/437/EC of 17 May 1999 on certain arrangements for the application of that Agreement

As regards Switzerland, except insofar as it establishes an exchange of information on the problems associated with the return of third-country nationals other than those who do not fulfil or who no longer fulfil the conditions for a short stay applicable within the territory of a Member State by virtue of the provisions of the Schengen acquis, this Decision constitutes a development of the provisions of the Schengen acquis within the meaning of the Agreement signed between the European Union, the European Community and the Swiss Confederation concerning the implementation, application and development of the Schengen acquis , which fall within the areas referred to in Article 1, points A, B, C and E of Decision 1999/437/EC read in conjunction with Article 4(1) of Council Decision 2004/849/EC of 25 October 2004 and of Council Decision 2004/860/EC of 25 October 2004 on the signing of that Agreement on behalf of the European Union and the European Community, respectively, and on the provisional application of certain provisions thereof.

Given that this Decision builds upon the Schengen acquis under the provisions of Title IV of Part Three of the Treaty establishing the European Community, except insofar as it establishes an exchange of information on the problems associated with the return of third-country nationals other than those who do not fulfil or who no longer fulfil the conditions for a short stay applicable within the territory of a Member State by virtue of the provisions of the Schengen acquis, Denmark, in accordance with Article 5 of the aforementioned Protocol, shall decide within a period of six months after the Council has adopted this Decision whether it will implement it in its national law.

Par voie de conséquence, les activités suivantes sont envisagées: séminaires d'information sur l'acquis communautaire; visites des institutions de l'Union européenne organisées par la Commission à l'attention de groupes sélectionnés, en vue de dispenser davantage d'informations sur l'Union; consultation des autorités chypriotes sur les moyens d'encourager la participation des Chypriotes turcs aux programmes de l'Union; soutien à la société civile et aux partenaires sociaux; poursuite de la traduction de l'acquis communautaire en langue turque.
Therefore, the following activities are foreseen : information seminars on the acquis communautaire (i.e. the entire set of EU rules and legislation) ; visits of selected groups to the EU institutions organised by the Commission to provide more information on the EU ; consultation with the Cypriot authorities on finding ways to encourage the participation of Turkish Cypriots in EU programmes ; support to civil society and social partners ; continuation of the translation of the acquis communautaire into Turkish.
