Dans sa résolution du 20 avril 2012 sur la révision du sixième programme d'action pour l'environnement et la définition des priorités du septième programme d'action pour l'environnement – Un environnement meilleur pour une vie meilleure, le Parlement européen a souligné que les programmes d'action pour l'environnement contribuent à assurer une coordination suffisante entre les diverses politiques de l'Union et a considéré qu'au cours de la décennie à venir, il sera encore plus important d'aborder les questions environnementales selon une approche plus cohérente et intégrée qui tienne compte des liens entre ces questions et qui comble les lacunes persistantes, sous peine de causer des dommages irréversibles.
In its resolution of 20 April 2012 on the review of the 6th Environment Action Programme and the setting of priorities for the 7th Environment Action Programme – A better environment for a better life the European Parliament emphasised that the Environmental Action Programmes contribute to ensuring the necessary coordination among the various Union policies and considered that, in the coming decade, it will be even more crucial to address environmental issues with a more coherent and integrated approach that takes into account the links between them and that fills the remaining gaps, as otherwise irreversible damage may be caused.

Le CES estime que la prochaine révision du 5ème programme-cadre devrait, entre autres, suivre une approche privilégiant un petit nombre de groupes de projets formant une masse critique appropriée et associant tous les acteurs et notamment les utilisateurs finals et les PME, parfaire certains mécanismes internes des programmes horizontaux, mettre l'accent sur les cellules d'innovation actuellement dénuées de pouvoirs et de dotations effectives en termes de moyens financiers ou de services alloués, et définir des critères de sélection et d'évaluation d'une plus grande clarté et univocité.
The ESC takes the view that the forthcoming review of the 5 Framework Programme should, inter alia, apply an approach that favours a few clusters of projects of sufficient critical mass, involving all players and in particular end users and SMEs. Certain aspects of the horizontal programmes also need to be fine-tuned; attention needs to be paid to innovation units which are currently powerless, unfunded and unserviced; and selection and harmonisation criteria should be clarified and harmonised.

Les études sur les effets des radiations électromagnétiques menées au titre du 5ème programme-cadre relèvent plus spécifiquement du programme de travail de l’action clé 4 (Environnement et santé) du thème 1, (Qualité de la vie et gestion des ressources du vivant).
Research into the effects of electromagnetic radiation are conducted under the fifth framework programme, and more specifically under the work programme for Key Action 4 (Environment and Health) of thematic programme 1, (Quality of life and management of living resources).

6. considère que le programme présenté par la Commission se limite dans certains domaines à énumérer les caractéristiques des différentes politiques communautaires en citant des "priorités" qui constituent depuis longtemps la stratégie de base de l'Union sans apporter aucune proposition concrète (p. ex. intégration de la politique environnementale dans les autres secteurs politiques, ou la stratégie de développement durable alors que le 5ème programme communautaire en la matière (1992-2000) est en train de s'achever et que le 6ème n'a pas encore été présenté);

Considers that, in certain fields, the programme submitted by the Commission restricts itself to listing the characteristic features of the various Community policies, quoting ‘priorities’ which, for a long time now, have constituted the Union’s basic strategy but without bringing forward any specific effective proposal (e.g. integration of environmental policy into the other policy sectors, or the sustainable development strategy, when the Fifth Community Programme in this field (1992-2000) is coming to an end and the Sixth Community Programme has not been presented);

Le Conseil rappelle ses résolutions du 25 février 1992 [6] et du 6 mai 1994 [7] dans lesquelles il a souligné la nécessité de disposer d'une stratégie communautaire pour la gestion et l'aménagement intégrés des zones côtières, fondée sur les principes de la durabilité et de la bonne pratique écologique et environnementale ; il rappelle également qu'une telle stratégie est prévue dans le cadre du 5ème programme communautaire de politique et d'action en matière d'environnement et de développement durable [8] , lequel identifie la gestion et la conservation des zones côtières en tant que thème prioritaire ; il se félicite, dans ce processus, de la communication de la Commission relative à l'aménagement intégré des zones côtières comme un premier pas en avant dans l'application de ces résolutions et souligne l'importance de progrès rapide dans ce domaine. 2. Souligne l'importance des zones côtières, les enjeux de leur gestion intégrée et prend note de l'analyse effectuée par la Commission sur les causes de la dégradation environnementale préoccupante qu'elles connaissent en de nombreux endroits. 3. Considère que la situation actuelle est due principalement à des difficultés de mise en cohérence des nombreuses politiques concernées ainsi qu'à une concertation insuffisante entre tous les différents niveaux de responsabilités.
The Council recalls its Resolutions of 25 February 1992 [6] and 6 May 1994 [7] , in which it stressed the need for a Community strategy for integrated planning and management of coastal zones, based on the principles of sustainability and sound ecological and environmental practice; it also recalls that such a strategy is provided for under the 5th Community policy and action programme in relation to the environment and sustainable development [8] , which identifies the management and conservation of coastal zones as a priority subject; it welcomes, in this process, the Commission's communication on the integrated management of coastal zones as a first step forward in the implementation of those Resolutions and points to the importance of swift progress in this field; 2. Emphasizes the importance of coastal zones and the problems involved in integrated management of them and takes note of the analysis carried out by the Commission on the causes of the worrying environmental degradation which these zones are undergoing in many places; 3. Considers that the present situation is mainly due to difficulties in achieving consistency between the many policies concerned and to insufficient coordination between all of the different levels of responsibility.

Une réponse adéquate à ce défi nécessitera une meilleure intégration des politiques de transport et d'environnement ainsi que le suggère le 5eme programme d'action environnementale et la mise en oeuvre de solutions multiples ainsi que le suggère le Livre Vert sur le transport et l'environnement (normes techniques, comportement, développement de modes de transport moins agressifs à l'égard de l'environnement...).
A satisfactory response to this challenge will require better integration of transport and environment policies, as suggested in the fifth environmental action programme, and the utilization of a variety of approaches, as suggested in the Green Paper on transport and the environment (technical standards, behaviour, development of means of transport less harmful to the environment, etc.).
