Nous en avons parlé ce matin, lors de la réunion sur la question des informations interinstitutionnelles, et nous sommes très préoccupés par la non-exécution d’une bonne partie des crédits alloués aux priorités que le Parlement préconise, a déjà préconisées cette année et préconisera encore pour l’année prochaine.
We talked about the subject this morning in the course of the meeting on the issue of interinstitutional information, and we are very concerned about the non-implementation of a fair portion of the appropriations made to the priorities that Parliament recommends, has already recommended and will again recommend for next year.

Dans ces conditions, nous saluons la déclaration adoptée lors de la réunion ministérielle sur la société de l'information qui s'est tenue en avril dernier à Séville, et nous nous félicitons du lancement du programme @lis, qui donne une suite concrète aux résultats du sommet de Rio, en vue de renforcer nos relations dans ce domaine stratégique.
In this context, we welcome the declaration of the Ministerial meeting on Information Society held last April in Seville and we express our satisfaction for the launch of the @lis programme as a concrete follow up of the Rio Summit, with a view to strengthening our relation in this strategic field.

It is very gratifying that the Commission and Parliament have resumed and strengthened their cooperation in the Interinstitutional Group on Information and, when the group meets tomorrow, we can also feel very pleased that the Council is participating for the first time in this important coordination of the work.

Cependant, je voudrais quand même vous signaler qu'à partir du Sommet de Gand, et, bien entendu, à la demande de la présidence de l'Union européenne, la Commission a effectué un travail consistant à examiner, dans ses différents aspects, cette question, et donc à inventorier les laboratoires, à essayer de voir quels types de réponse nous pouvons apporter et, à la réunion de la Commission hier, il y avait d'ailleurs une note d'information commune des commissaires Byrne, pour la santé et les consommateurs, Liikanen et moi-même, pour voir comment nous pouvons mettre en œuvre, au niveau de l'Union européenne, en accord bien entendu avec les États membres, une meilleure coordination pour atteindre les objectifs, sans nécessairement passer par la création d'une Agence.
Nevertheless, I should like to tell you that, at the Ghent Summit and, of course, at the request of the presidency of the European Union, the Commission has undertaken work on examining this issue in all its aspects and, therefore, on listing laboratories, in an attempt to see what type of response we can provide. At the Commission meeting yesterday, a joint briefing sheet was issued by Mr Byrne, the Commissioner responsible for Health and Consumer protection, to Mr Liikanen and myself, to see how we can implement, at European Union level, in agreement, of course with the Member States, closer coordination in order to achieve our objectives, without necessarily creating an Agency.

We agree to pursue our shared objectives as part of our regular political dialogue, bilateral consultations, expert-level contacts and meetings in the margins of certain Council working group meetings (including CIREA, Centre for Information, Discussion and Exchange on Asylum; CIREFI, Centre for Information, Discussion and Exchange on the Crossing of Borders and Immigration; the Multidisciplinary Working Group on Organised Crime; and the Working Group on Mutual Legal Assistance in Criminal Matters).

Faced with this situation and the imminence of negotiations which might begin next Monday in Brussels, I do not think the Commission will give us much information today, due to the fact that it will do this – we hope – on Monday 30 October.

Je me réjouis beaucoup, Monsieur Fischler, de voir que la Commission a répondu favorablement à notre demande lors du dernier débat constructif que nous avons eu en la matière et qu'elle nous a déjà demandé d'assister à la prochaine réunion qui se tiendra au mois de mars afin de nous informer de la future réunion préparatoire de la CICTA.
Mr Fischler, I am delighted that the Commission responded favourably to our request in the last and constructive debate which we had on this issue and has asked to attend our next meeting this month to inform us about the future preparatory ICCAT meeting.

Il pourrait s'agir d'une nouvelle priorité en matière de dépenses de promotion des exportations en Europe; -- nous devons aussi veiller à ce que les milieux d'affaires européens, en particulier les PME, reçoivent plus d'informations sur les pratiques d'achat des marchés potentiels non européens; -- nous devons ajouter plus systématiquement un volet commercial aux réunions et visites au niveau gouvernemental.
This could be a new priority for export promotion spending in Europe. - We should also make sure that EC business, particularly SMEs, have better information on how to handle purchasing practices in non- European potential markets. - We should create more systemically a business side to government-level meetings and visits.
