Although the Community is pleased to welcome Japanese investment, like any other investment, it has several times expressed the wish that such investment should fit harmoniously into the industrial fabric of the regions in question (for example where subcontracting is concerned. Direct Japanese investment, which totalled USD 19.6 billion in the 1987 financial year, represented 14.1% of direct Japanese investment abroad. The Commission attaches the greatest importance to increasing Community investment in Japan, which has until now remained at a relatively modest level, largely because of the unfavourable climate for foreign investment in Japan. The ratio of Japanese investment in the Community to Community investment in Japan is at present 15 to 1. In December 1986 the Community and Japan agreed to set up an industrial cooperation centre with the aim of encouraging contacts between European and Japanese firms and also helping European firms to gain access to the Japanese market, for example through appropriate training for their executives and the provision of useful market information. The centre was opened in Tokyo on 2 June 1987 for a trial period of two years. As part of its ever-expanding export promotion programme the Commission finances market research and participation by European firms in Japanese trade events. It also provides regular financing for an Executive Training Programme which enables some 50 young European executives to spend 18 months studying the Japanese language and Japanese business methods. The tenth programme of this type began in April of this year.
