Philippe Richert, Ancien Ministre, Président du Conseil Régional d’Alsace, et Philippe de Fontaine Vive, Vice-Président de la BEI, ont signé une convention de financement de 120 M€ pour l’acquisition de nouvelles rames Régiolis, ce jeudi 12 décembre 2013 à la Maison de la Région.
On Thursday 12 December 2013 at the Alsace Region’s head office Philippe Richert, President of the Alsace Regional Council and a former government minister, and EIB Vice-President Philippe de Fontaine Vive signed a EUR 120 million financing agreement to purchase new Régiolis trainsets.

Rénover et moderniser les transports express régionaux (TER) grâce à l’acquisition de nouvelles rames Régiolis, tel est l’objectif de l’accord financier d’un montant de 120 millions d’euros signé entre la Région Alsace et la Banque européenne d’investissement (BEI).
The purpose of this EUR 120 million financing agreement between the Alsace Region and the European Investment Bank (EIB) is to renovate and upgrade the region’s TER network through the acquisition of new Régiolis trainsets.

35. souligne fortement que le problème du coût définitif d'investissement du nouveau bâtiment LOW à Strasbourg doit être résolu sans délai et invite les principaux associés du promoteur, la ville de Strasbourg et la région Alsace, à contribuer à la résolution du problème; regrette que le Parlement ait dû s'adresser à la Cour de justice pour régler le différend sur la date d'achèvement contractuelle du bâtiment; souligne que les litiges entre le promoteur et les sous-traitants n'auront aucune incidence sur le coût définitif d'investissement;
35. Stresses firmly that the issue of the investment cost of the new LOW building in Strasbourg has to be solved immediately, and calls on the main partners and main shareholders of the promoter of the building, the city of Strasbourg and the Alsace Region to contribute in solving this issue; regrets that the Parliament has had to refer to the European Court of Justice to settle the dispute on the contractual completion date of the LOW building; underlines that the disputes between the promoter and the subcontractors of the LOW building shall not have any influence on the final investment cost;

Les régions rurales éligibles à l'objectif 5b compteront au rang des principales victimes de cette situation : en France, 27 % de la population éligible aux Fonds structurels va perdre son éligibilité au terme de la période de transition, chiffre parfois beaucoup plus important dans certaines régions telles que les Pays de la Loire, l'Alsace ou la Basse-Normandie, bastions électoraux de la droite victimes du clientélisme politicien du gouvernement de la gauche plurielle.

La région PAMINA, qui bénéficie de divers projets dont certains relèvent des objectifs 5b et 2, comprend le Palatinat méridional (avec les Landkreise Germersheim et Südliche Weinstrasse, les villes de Landau et de Dahn), la région dite Mittlerer Oberrhein (avec les Landkreisen Karlsruhe et Rastatt et les Stadtkreise Baden-Baden et Karlsruhe), l'Alsace septentrionale (avec les arrondissements d'Hagenau, Wissembourg et Saverne).
The PAMINA area, for which projects eligible for assistance under Objectives 5(b) and 2 are programmed, is made up of the following areas: Southern Palatinate (with the districts of Germersheim and Südliche Weinstraße, the independent city of Landau and the central Dahn area), the Middle Upper Rhine region (with the districts of Karlsruhe and Rastatt and the metropolitan areas of Baden-Baden and Karlsruhe) and Northern Alsace (with the arrondissements of Hagenau, Wissembourg and Saverne).
