Définition: Trouble caractérisé par une perte visible des cheveux, causée par une impossibilité répétée de résister aux impulsions à s'arracher les cheveux. L'arrachage des cheveux est habituellement précédé par une sensation croissante de tension et suivi d'un sentiment de soulagement ou de satisfaction. On ne porte pas ce diagnostic quand le sujet présente une affection inflammatoire pré-existante du cuir chevelu, ou quand il s'arrache les cheveux à la suite d'idées délirantes ou d'hallucinations.
Definition: A disorder characterized by noticeable hair-loss due to a recurrent failure to resist impulses to pull out hairs. The hair-pulling is usually preceded by mounting tension and is followed by a sense of relief or gratification. This diagnosis should not be made if there is a pre-existing inflammation of the skin, or if the hair-pulling is in response to a delusion or a hallucination.

Les agriculteurs participant au régime d'arrachage établi au titre V, chapitre III, du règlement (CE) no 479/2008 reçoivent, dans l'année suivant l'arrachage, des droits au paiement dont le nombre équivaut au nombre d'hectares pour lesquels ils ont perçu une prime d'arrachage.
Farmers who participate in the grubbing up scheme laid down in Chapter 3 of Title V of Regulation (EC) No 479/2008 shall be allocated, in the year following the grubbing up, payment entitlements equal to the number of hectares for which they have received a grubbing up premium.

3. It may be decided, in accordance with the procedure referred to in Article 113(1), to stop the application of the grubbing-up scheme in a Member State for a given year if, taking into account the pending applications, continued grubbing-up would lead to an area grubbed-up of more than 6 % of the Member State's total area planted with vines as referred to in Annex VIII in that particular year of the scheme's operation.

Notes that Special Report No 7/2012 indicates that although demand for grubbing-up exceeded 350 000 ha, its impact was limited by the fixed target of 175 000 ha and ultimately, only 160 550 ha were grubbed-up with the help of Union aid; the Court of Auditors estimates that the grubbing-up scheme finally reduced the vineyard inventory area by around 5 %, corresponding to approximately 10,2 million hl of wine withdrawn or 6 % of the usable wine production; points out, however, that far more land – 300 000 ha in all – has been grubbed-up since the reform, and that no such aid was provided in respect of around 140 000 ha of that land, a figure that does not appear in Special Report No 7/2012;
