Definition: The essential feature is recurrent obsessional thoughts or compulsive acts. Obsessional thoughts are ideas, images, or impulses that enter the patient's mind again and again in a stereotyped form. They are almost invariably distressing and the patient often tries, unsuccessfully, to resist them. They are, however, recognized as his or her own thoughts, even though they are involuntary and often repugnant. To this end, and in accordance with the objectives of the Commission Communication "Innovation in a knowledge-driven economy", activities will be implemented in a number of specific areas that are complementary and mutually supportive, within themselves and with the actions carried out under the heading "Integrating and strengthening the European Research Area". They will focus on improving the knowledge, understanding and capabilities of the actors involved - research workers, industrialists, investors, public authorities at European, national and regional levels, and others - by encouraging more intensive and fruitful interactions between them, and by providing strategic information and services, as well developing new methodologies and tools, to assist them in their particular endeavours. A general principle underlying all these actions is that innovation cannot be separated from research; the actions serve to reinforce the links between research and innovation, from the point of the conception of research activities, right through the period of their realisation.

5. Lloyd Axworthy (Minister of Human Resources Development and Minister of Western Economic Diversification) moved: That the Standing Committee on Human Resources Development be directed to consult broadly, to analyze, and to make recommendations regarding the modernization and restructuring of Canada's social security system, with particular reference to the needs of families with children, youth and working age adults; That the Standing Committee's work be undertaken in two phases as follows: (i) an interim report by March 25, 1994 on Canadians' concerns and priorities regarding social security and training and preparations to receive the Government's Action Plan and proposed changes; and (ii) a final report by September 30, 1994, including a review of the Government's Action Plan and recommendations for reform (1105 ) He said: Mr. Speaker, in rising to speak to what I consider a very important motion I would like to begin by acknowledging and giving my appreciation to the deputy minister of my department and his staff.

Whereas the fourth indent of the first subparagraph of Article 3 (2) of Regulation (EEC) No 3461/85 lays down that the completion periods for the various measures may not exceed 18 months from the date of signature of the contract; whereas, in view of the precise time limits set for the implementation of the measures, and in view of the delays involved in the procedure for signing contracts, it should be provided that the completion periods for the measures concerned begin as from the date on which the programme is submitted to the Commission, irrespective of the date on which the contract is eventually concluded;

7. 7.Account will be taken in particular, and where appropriate, of the following general criteria for selecting areas of activity: *there is a significant health problem and appropriate preventive measures can be taken; *the aim of the activity cannot be sufficiently achieved by the Member States acting individually and can therefore, by reason of the scale or effects of the activity, be better achieved at Community level, and consequently "Community added value" in relation to national action is involved; *the activity supplements or promotes health aspects of other Community policies, e.g. completion and smooth operation of the internal market; *the Community should ensure that these activities are consistent with those of the various international organizations.

THE COUNCIL OF THE EUROPEAN UNION Having regard to the Treaty establishing the European Community, Considering Article 3(2) of Council Decision 90/238/Euratom, ECSC, EEC of the Council and the Representatives of the Governments of the Member States, meeting within the Council, of 17 May 1990 adopts a 1990 to 1994 action plan in the context of the "Europe against Cancer" programme, (1) Whereas a report on the evaluation of the effectiveness of action undertaken in the context of the "Europe against Cancer" programme (1987 to 1992) was submitted by the Commission on 23 March 1993, RECOGNIZES the importance of the programme, which remains entirely valid today, in particular in its role as a catalyst for, and spur to, action in the Member States to combat cancer; CONSIDERS that backing projects carried out in Member States and undertaking Community action are appropriate means of implementing the programme; UNDERLINES, however, the need to redefine and strengthen, as provided in the programme, forms of co-operation between the Commission and Member States and - as one of the means available for that purpose - to ensure improved co-ordination between the various committees under the programme with a stronger role for the Consultative Committee; INVITES the Commission to submit in due course a draft third action plan, taking into account the Council Resolution of 27 May 1993 on future action in the field of public health as well as the objectives and improvements set out in below.
