34. se félicite de l'adoption de la résolution de l'Assemblée générale des Nations unies concernant la participation de l'Union au travail des Nations unies, le 3 mai 2011, qui prend en compte les changements institutionnels introduits par le traité de Lisbonne et permet aux représentants de l'Union de soumettre et de promouvoir les positions de l'Union aux Nations unies en temps voulu et d'une manière efficace; juge indispensable d'engager les discussions avec les partenaires stratégiques de l'Union pour apporter des solutions aux grands problèmes régionaux et mondiaux; recommande en outre que les partenariats stratégiques soient dotés d'une dimension multilatérale en inscrivant les problèmes mondiaux à l'ordre du jour des sommets bilatéraux et multilatéraux de l'Union; demande à la France et au Royaume-Uni, en tant que membres permanents du Conseil de sécurité des Nations unies (CSNU), et conformément à l'article 34, paragraphe 2 du traité UE, de demander que la vice-présidente/haute représentante soit invitée à représenter l'Union chaque fois que celle-ci a défini une position commune concernant un point figurant à l'ordre du jour du CSNU; considère que l'Union devrait être représentée à part entière dans les organismes financiers multilatéraux, notamment au Fonds monétaire international et à la Banque mondiale, sans préjudice de la représentation des États membres;
34. Welcomes the adoption of the UN General Assembly Resolution concerning the EU's participation in the work of the UN on 3 May 2011, which takes into account the institutional changes introduced by the Lisbon Treaty and enables EU representatives to present and promote the EU's positions in the UN in a timely and efficient manner; considers it essential to engage with the EU's strategic partners in order to find solutions to major regional and global problems; recommends, furthermore, that strategic partnerships be given a multilateral dimension by including global issues on the agendas for the EU's bilateral and multilateral summits; invites France and the United Kingdom, as permanent members of the UN Security Council (UNSC), and in accordance with Article 34(2) TEU, to request that the VP/HR be invited to present the Union's position whenever the EU has defined a position on a subject on the UNSC's agenda; takes the view that the European Union should be represented as such in multilateral financial organisations, in particular the International Monetary Fund and the World Bank, without prejudice to Member State representation;

This Decision is without prejudice to the position of the United Kingdom and Ireland under the Protocol integrating the Schengen acquis into the framework of the European Union and under the Protocol on the position of the United Kingdom and Ireland, annexed to the Treaty on European Union and the Treaty establishing the European Community, hence the UK and Ireland are not bound by this Decision to the extent that it concerns the exercise of an external power by the Community in fields where its internal legislation does not bind the UK and/or Ireland.

On 10 June 2003, the Irish Government resumed a legal action brought against the United Kingdom over hazards caused by the operation of the Sellafield plutonium fuels (MOX) Plant (SMP), in arbitration under the UN Convention on the Law of the Sea (UNCLOS) in The Hague, and included concerns over the alleged inadequacy of the environmental assessment undertaken by the UK in relation to the facility and the failure properly to assess the risk of a terrorist attack on the site.
