Welcomes the resolutions passed by Parliament calling for the closure of the Guantánamo Bay detention centre and the contributions that Parliament has made to raising the profile of that centre and its human rights concerns relating thereto; calls on the Council and the Commission to urge the US Government to find a mechanism that will facilitate the charging or releasing of detainees in accordance with international law; welcomes the fact that, in May 2006, Albania became the first country to resettle five Chinese Uighurs from Guantánamo, but regrets that 13 Chinese Uighurs who have been cleared for release by the United States Government remain in Guantánamo Bay as the United States Government has rightly concluded that they cannot be returned to China for fear of torture; calls on the Council, the Commission and Member States to work with the United States Government to facilitate the settlement of all those remaining individuals who the United States has concluded pose no threat to the United States or its allies but who cannot be returned to their home countries for fear of torture; is concerned that the very existence of the Guantánamo Bay detention centre continues to send out a negative signal as to how the fight against terrorism is being pursued;
