Comme l'a annoncé le président Juncker le 13 septembre dans son discours sur l'état de l'Union, la Commission et la Haute Représentante proposent donc aujourd'hui de renforcer la résilience et la capacité de réaction de l'UE face aux cyberattaques en renforçant l'Agence de l'Union européenne chargée de la sécurité des réseaux et de l'information (ENISA) et en établissant un cadre de certification de cybersécurité à l'échelle de l'UE, un plan d'action relatif aux modalités de réaction aux crises et incidents de grande ampleur en matière de cybersécurité, ainsi qu'un Centre européen de recherche et de compétences en matière de cybersécurité.
As announced in President Juncker's State of the Union address on 13 September, the Commission and the High Representative are therefore today proposing to reinforce the EU's resilience and response to cyber-attacks by strengthening the European Union Agency for Network and Information Security (ENISA), creating an EU-wide cybersecurity certification framework, a Blueprint for how to respond to large-scale cybersecurity incidents and crises, and a European Cybersecurity Research and Competence Centre.

We will continue our work across the 10 priorities through 21 new initiatives: (1) to boost jobs, growth and investment we will propose a Youth Initiative, an Action Plan on the implementation of the Circular Economy and a new Multi-annual financial framework; (2) we will carry out a mid-term review of the Digital Single Market; (3) we will implement the Energy Union Strategy with work on low-emission vehicles and mobility; (4) we will build a deeper and fairer internal market by implementing the Single Market Strategy, Space Strategy for Europe and Capital Markets Union Action Plan and making proposals for Fairer taxation of companies; (5) we will present ideas for the reform of the EU at 27 and the strengthening of the Economic and Monetary Union and we will propose a European Pillar of Social Rights; (6) we will implement the Trade for All Strategy and pursue trade negotiations with our partners while strengthening our trade defence instruments; (7) we will continue to pursue a Security Union to fight terrorism and will align the rules on the protection of personal data and privacy; (8) we will deliver on the European Agenda on Migration; (9) to strengthen Europe's role as a global actor, we will present a European Defence Action Plan including a European Defence Fund, and the Commission and the High Representative will adopt an EU Strategy for Syria and implement the EU Global Strategy and Africa-EU Partnership; (10) we will adapt existing laws to the Treaty provisions on delegated and implementing acts and will assess the democratic legitimacy of existing procedures for adopting certain secondary EU acts.

Welcomes the Joint Communication on capacity-building and joins the Council in calling for its urgent implementation; points to the EU’s potential, particularly through its comprehensive approach covering civilian and military means, to help strengthen security in fragile and conflict-affected countries and to address the needs of our partners, in particular for military recipients, while reiterating that security is a precondition for development and democracy; regrets that neither the European Commission nor the Council shared with the European Parliament their assessment of the legal options in support of capacity building; calls on both institutions to inform the European Parliament on this in due time; calls on the European Commission to suggest a legal base in line with the original European objectives of 2013 outlined in the initiative on ‘Enable and Enhance’.

Given the generally-accepted view that the region of the South Caucasus is especially important to Europe and the fact that the European Union has taken various political and economic steps to express its desire to support the process of safeguarding reform and political stability and establishing the rule of law in these countries, I think it is worth pointing out the advisability of reinforcing the role of the European Union in formulating a strategy to resolve the problems in the region, while taking account of the specific national and historical sensibilities of these nations and encouraging neighbouring countries, especially Russia, Iran and Turkey, to make a constructive contribution towards the peace process in the South Caucasus.

Basically, these initiatives consist in: modernising the Eighth Company Law Directive; strengthening the regulatory framework in the European Union; reinforcing at Community level public oversight of the audit profession; imposing the use of International Standards on Auditing (ISAs) for statutory audits in the European Union as of 2005; improving the systems of disciplinary sanctions; establishing the transparency of audit firms and networks of such firms; as regards corporate governance, reinforcing audit committees and internal control; strengthening auditor independence and introducing a code of ethics; facilitating the establishment of audit firms and examining auditor liability.
