S. whereas, almost five years after the entry into force of the Lisbon Treaty, and with a view to future Conventions, relations between the European Parliament and the national parliaments need to be continually developed in the light of new challenges; whereas this makes it necessary to engage in reflection on the experience drawn from the different forms of cooperation between the European Parliament and the national parliaments with a view to giving ever greater democratic legitimacy to the European integration process and ensuring that democratic scrutiny is exercised in a timely manner and at the level at which decisions are taken and implemented, and that all parties in the legislative process receive the information they require;

39. souligne que le processus d'intégration régionale des régions APE en 2009 doit rester un principe fondamental des APE et que ces accords doivent être compatibles avec le renforcement des initiatives d'intégration régionale des pays ACP, auquel ils se doivent de contribuer; critique la Commission qui compromet, dans sa manière de mener les négociations APE, la réussite de l'intégration régionale, et l'invite à accorder aux régions, dans son programme de travail pour 2009, un soutien administratif, technique et financier;
39. Stresses that in 2009 the process of regional integration for EPA regions must remain an underlying principle of EPAs, and that these agreements must be consistent with, and contribute to, the strengthening of the ACP’s own regional integration initiatives, criticises the Commission for threatening achievements in regional integration in the conduct of the EPA negotiations, and calls on the Commission to add administrative, technical and financial support for the regions to its 2009 work programme;

35. Also recommends that steps be taken to strengthen transatlantic relations with the United States on the one hand, and with Latin America, boosting its integration processes, on the other, on an equal basis, including the fight against terrorism while respecting human rights and international law, through a new Transatlantic Partnership Agreement replacing the currently existing New Transatlantic Agenda; suggests in this regard the establishment of a regular review mechanism for such Transatlantic Partnership Agreement similar to the ESS review mechanism, whereby experts from the EU and the United States strive constantly to improve the Transatlantic Partnership so as to exploit its full potential;

Il ne fait aucun doute que la perspective même de négocier ledit accord, ainsi que le nouveau rapport de forces existant dans la région à la suite de l'élection de M. Alan García aux fonctions de président du Pérou, de M. Evo Morales comme président de la Bolivie et de la réélection du président Uribe en Colombie, sans oublier le rapprochement du Chili avec la CAN – auquel travaille la présidente chilienne M Bachelet– contribuent au renforcement de la CAN et par là même au processus d'intégration en Amérique latine, quelle que soit la tournure que prendra finalement ce processus, le tout en dépit et indépendamment du rôle croissant et controversé sur la scène internationale du Venezuela dirigé par le président Chavez, dont le retour ne peut que stimuler la CAN. De fait, la CAN représente aujourd'hui le seul mécanisme politique, économique et institutionnel susceptible de conférer une structure solide à une région aussi agitée que la région andine, de faire office de contrepoids démocratique face aux tendances et aux velléités autoritaristes toujours en germe dans la région, et d'assurer à cette dernière une place politique, économique et commerciale à l'ère de la mondialisation.
Undoubtedly the prospect itself of negotiating this agreement, together with the new configuration of power in the region following the election of President Alan García in Peru and of Evo Morales in Bolivia, the re-election of President Uribe in Colombia and Chile’s rapprochement with the CAN under President Bachelet, have all contributed to reinforcing the CAN and thus the process of integration in Latin America, whatever may be the final form that this process will take. All this of course is despite and unconnected with the growing and controversial international role played by Venezuela under President Chaves, whose return to the CAN can only be encouraged. In fact the CAN is today the only political, economic and institutional mechanism capable of shoring up a region that is as subject to upheaval as the Andean region, by serving as a democratic counterweight to the authoritarian tendencies and impulses that are always present there, and by ensuring that the subregion has a place in the political, economic and trade life of a globalised world.

2. L’examen de l’opportunité d’intervenir sur les marchés européens du crédit hypothécaire est un élément essentiel de l'engagement pris par la Commission d'atteindre les objectifs de Lisbonne, qui visent à renforcer la compétitivité européenne[2]. C’est un volet-clé de sa politique d'intégration des services financiers en général et des services financiers de détail en particulier[3]. Un marché du crédit hypothécaire plus efficace et plus concurrentiel, auquel une intégration plus poussée pourrait donner naissance, pourrait en effet contribuer à la croissance de l’économie européenne.
2. Consideration of intervention in the EU mortgage credit markets is a key aspect of the Commission’s commitment to meeting the ‘Lisbon’ objectives aimed at enhancing EU competitiveness.[2] It forms a very important element of the Commission’s policy for the integration of financial services in general and retail financial services in particular.[3] A more efficient and competitive mortgage credit market that could result through greater integration could contribute to the growth of the EU economy.

Nous souhaitons faire remarquer qu’il est contradictoire de proposer ces mesures restrictives sans avoir préalablement mené à bien les études susmentionnées et que nous émettons des réserves sur tout renforcement supplémentaire du rôle de la Commission qui contribue à renforcer l'intégration, auquel nous sommes opposés.
We would point out that proposing such measures without first carrying out the aforementioned studies is a contradiction in terms and that we have reservations about and are opposed to any further strengthening of the role of the Commission which helps bring about further integration.

Cela se fera par une formation interne visant à renforcer, dans les services de la Commission, la prise de conscience et la connaissance concernant les liens qui existent entre la réduction de la pauvreté et les changements climatiques, notamment en vue d'instaurer un réel dialogue politique avec les pays partenaires, par des conseils pratiques sur la manière d'intégrer les changements climatiques dans les documents de stratégie nationale et régionale (DSP/DSR), par l'examen annuel et à mi-parcours de ces documents, par la mise sur pied d'un réseau thématique concernant les problèmes d'environnement auquel participeraient le siège et les délégations de la Commission et en garantissant qu'ils disposent d'un personnel suffisant.
This will be done by providing in-house training to strengthen the awareness and knowledge of Commission staff in relation to the linkages between poverty reduction and climate change, including for effective political and policy dialogue with partner countries; by giving practical advice on how to integrate climate change into Country and Regional Strategy Papers (CSPs/RSPs) by the annual and mid-term reviews of those papers; by the setting up of a thematic network addressing environmental issues involving Commission headquarters and Delegations, and ensuring that they are appropriately staffed.
