Fast-start actions could cover, for example, capacity building for integrating adaptation into development and poverty reduction strategies, as well as the implementation of pilot and urgent adaptation actions as identified in national action plans; capacity building in the area of mitigation, i.e. low-emission development strategies, nationally appropriate mitigation actions, and emissions monitoring, reporting and verification; capacity-building and pilot projects for sector-wide carbon market mechanisms; readiness and pilot projects for reducing emissions from developing country deforestation, and capacity building and pilot projects in technology cooperation.

We will continue our work across the 10 priorities through 21 new initiatives: (1) to boost jobs, growth and investment we will propose a Youth Initiative, an Action Plan on the implementation of the Circular Economy and a new Multi-annual financial framework; (2) we will carry out a mid-term review of the Digital Single Market; (3) we will implement the Energy Union Strategy with work on low-emission vehicles and mobility; (4) we will build a deeper and fairer internal market by implementing the Single Market Strategy, Space Strategy for Europe and Capital Markets Union Action Plan and making proposals for Fairer taxation of companies; (5) we will present ideas for the reform of the EU at 27 and the strengthening of the Economic and Monetary Union and we will propose a European Pillar of Social Rights; (6) we will implement the Trade for All Strategy and pursue trade negotiations with our partners while strengthening our trade defence instruments; (7) we will continue to pursue a Security Union to fight terrorism and will align the rules on the protection of personal data and privacy; (8) we will deliver on the European Agenda on Migration; (9) to strengthen Europe's role as a global actor, we will present a European Defence Action Plan including a European Defence Fund, and the Commission and the High Representative will adopt an EU Strategy for Syria and implement the EU Global Strategy and Africa-EU Partnership; (10) we will adapt existing laws to the Treaty provisions on delegated and implementing acts and will assess the democratic legitimacy of existing procedures for adopting certain secondary EU acts.

Two measures (EUR 37 million) will target the areas of transit in Niger in order to increase employment opportunities and income-generating activities for migrants and local populations. One measure (EUR 6 million) will be aimed at setting up a joint investigation team in Niger to combat networks engaged in smuggling migrants and human trafficking. A regional measure (EUR 5 million) will build on the capacities of the countries of the Economic Community of West African States (ECOWAS) in the fight against organised crime, trafficking and terrorism by creating or strengthening capacity to collect, pool, manage and share police data. One measure (EUR 3 million) will help to protect migrant children from exploitation and human trafficking in Mauritania. One measure (EUR 6 million) will be aimed at strengthening the commitment of the Malian diaspora in Europe to developing Mali's economy and in particular the areas of origin of migrants. One measure (EUR 10 million) will underpin the implementation of the Northern Mali Peace Agreement. Eight measures (EUR 118 million) will target the Lake Chad region and the areas affected by the crisis linked to Boko Haram in order to boost the resilience of vulnerable groups, in particular women and the displaced, and strengthen conflict prevention and management. To this end, and in accordance with the objectives of the Commission Communication "Innovation in a knowledge-driven economy", activities will be implemented in a number of specific areas that are complementary and mutually supportive, within themselves and with the actions carried out under the heading "Integrating and strengthening the European Research Area". They will focus on improving the knowledge, understanding and capabilities of the actors involved - research workers, industrialists, investors, public authorities at European, national and regional levels, and others - by encouraging more intensive and fruitful interactions between them, and by providing strategic information and services, as well developing new methodologies and tools, to assist them in their particular endeavours. A general principle underlying all these actions is that innovation cannot be separated from research; the actions serve to reinforce the links between research and innovation, from the point of the conception of research activities, right through the period of their realisation.
