IN-CONTEXT TRANSLATIONS

Conformément à l'article 276, paragraphe 3, du traité CE et à l'article 89, paragraphe 8, du règlement financier et comme pour les années précédentes, le rapport de suivi de la Commission a pour but de présenter les mesures que cette dernière a prises comme suite aux observations accompagnant la recommandation sur la décharge pour le budget général et le budget de fonctionnement de la CECA.
In accordance with Article 276 (3) of the EC Treaty and Article 89 (8) of the Financial Regulation and as in previous years, the purpose of the Commission's Follow-up Report is to set out the measures it has taken in respect of observations accompanying the Recommendation on Discharge for the general budget and the ECSC operating budget.

Calls for an end to the parallel foreign policy pursued through the EUSRs and, in terms of pay, insists that EUSRs should not be treated more favourably than Union ambassadors in post; points out that EUSRs are placed in the highest salary grade, in other words at director-general level, but do not bear the same responsibility as directors-general; calls for EUSR positions to be fully integrated into the EEAS structure; recommends the transfer of the EUSR budget into the EEAS budget;

Is in favour of the continuation of programmes supported under the European Neighbourhood and Partnership Instrument (ENPI) and recommends that a sufficient budget be provided for the Black Sea Basin Joint Operational Programme for the next programming period, in order to fully address and continue efforts to achieve all the objectives stated in the ENPI CBC Strategy Paper 2007-2013; emphasises that uniform rules should be drawn up to govern applications, so that any legal entity in any state participating in the programme area can apply as lead applicant; considers that all the countries in the Black Sea Basin Joint Operational Programme should be involved and encouraged to participate actively in the next programming period;

Enfin, il pourrait permettre le renforcement de l'évaluation de la mise en oeuvre - à la fois des GOPE et des programmes - en reliant l'analyse des principaux éléments du budget qui vient d'être approuvé, effectuée à la fin de l'année, aux recommandations figurant dans les GOPE à propos de la qualité des finances publiques et des aspects budgétaires d'autres recommandations.
Finally, it could allow for strengthening the assessment of implementation - of both the BEPGs and the programmes - by linking the analysis made at the end of the year about the main elements of the budget just approved with the recommendations contained in the BEPGs concerning both the quality of public finances and the budgetary aspects of other recommendations.
