II EN CE QUI CONCERNE LA RECHERCHE ET L'INNOVATION PHARMACEUTIQUE 1. note avec satisfaction que le 4ème Programme-cadre pour des actions communautaires de Recherche et de Développement technologique et de démonstration prend en compte les particularités de la recherche pharmaceutique dans un programme spécifique traitant de la biomédecine et de la santé; 2. note que la Commission met en place une Task force "vaccins et maladies virales" visant selon elle à encourager un partenariat entre l'industrie, les instituts publics de recherche et les milieux universitaires ; 3. note avec intérêt, eu égard notamment, à la résolution du Conseil du 20 décembre 1995 [11] , que la Commission entreprend des études et, le cas échéant, présentera des propositions pertinentes aux fins de créer un environnement économique incitant l'industrie pharmaceutique à faire de la recherche dans le domaine des médicaments orphelins; 4. souligne le besoin de continuer à garantir la protection de la propriété intellectuelle concernant les innovations pharmaceutiques; 5. relève l'importance d'une industrie chimique performante dans le processus d'innovation du secteur pharmaceutique; 6. souligne l'importance croissante de la biotechnologie dans le secteur pharmaceutique; est conscient des problèmes ainsi que des nouvelles possibilités ouvertes par la biotechnologie; invite la Commission à poursuivre ses efforts pour assurer un environnement stable et sûr à la biotechnologie, notamment en adaptant la réglementation au risque effectif encouru tout en maintenant un niveau de sécurité approprié et en recherchant un cadre favorable pour stimuler les investissements en Europe; 7. note avec intérêt que la Commission a présenté une nouvelle proposition au Parlement européen et au Conseil relative à la protection juridique des inventions biotechnologiques afin de favoriser la sécurité juridique et l'harmonisation communautaire en matière de brevetabilité des inventions biotechnologiques dans le res ...
II. WITH RESPECT TO RESEARCH AND PHARMACEUTICAL INNOVATION 1. notes with satisfaction that the 4th Framework Programme of Community Activities in the field of Research, Technological Development and Demonstration takes into account the special characteristics of pharmaceutical research in a specific programme relating to biomedicine and health; 2. notes that the Commission is setting up a Task Force on vaccinations and viral diseases which it considers will encourage partnership between industry, public research institutes and university circles; 3. notes with interest, having regard in particular to the Council Resolution of 20 December 1995, [11] that the Commission will carry out studies and, where necessary, submit appropriate proposals to create an economic environment which encourages the pharmaceutical industry to carry out research in the field of orphan drugs; 4. underlines the need to continue to guarantee the protection of intellectual property with regard to pharmaceutical innovations; 5. stresses the importance of an efficient chemical industry in the process of innovation of the pharmaceutical industry; 6. underlines the growing importance of biotechnology in the pharmaceutical sector; is aware of the problems and new opportunities opened up by biotechnology; invites the Commission to continue its efforts to ensure a stable and safe environment for biotechnology, particularly by tailoring regulations to the actual risk taken while maintaining an appropriate level of safety and seeking a favourable framework for stimulating investment in Europe; 7. notes with interest that the Commission has submitted a new proposal to the European Parliament and to the Council on the legal protection of biotechnological inventions in order to improve legal protection and Community harmonization in matters relating to the patentability of biotechnological inventions, with due regard for bioethics and the cultural roots of Europe.

Faciliter la participation de toutes les parties intéressées, et notamment des PME, aux programmes de recherche communautaires, tel est l'objectif de la Commission en simplifiant et en harmonisant les formulaires qui seront utilisés pour la soumission des projets de recherche dans la cadre des programmes spécifiques du IVème Programme Cadre de Recherche et Développement Technologique de l'Union (1994-1998).
By simplifying and harmonizing the application forms which will be used to submit proposals for research projects under the specific programmes of the 4th Research and Technological Development Framework-Programme (1994-98), the Commission aims to make it easier for all interested parties, including SMEs, to participate in these programmes.

RESEARCH ON BOVINE SPONGIFORM ENCEPHALOPATHIES (BSE) AND RELATED HUMAN DISEASES - COUNCIL CONCLUSIONS "WHEREAS the Council, in its Conclusions of 14 May 1996, stated that the issue of TSEs (transmissible spongiform encephalopathies) constitutes a problem in the field of public health and considered it necessary that all appropriate measures be taken to eliminate the risk of possible transmission of BSE (bovine spongiform encephalopathy), WHEREAS only scientific research can provide rational, valid answers to the numerous questions this pathology continues to pose, and guide governments on the decisions they will have to take, WHEREAS cooperation at Community level between national research teams can bring about real progress in knowledge in this area, and the Community dimension can consolidate the various methodologies, contribute to the use of harmonized criteria and facilitate a wider multi-disciplinary approach, The Council: - CONSIDERS it necessary that cooperation and coordination of research efforts and exchange of information in this field be significantly improved and CALLS UPON the Commission to take the necessary measures to this end; - INVITES the Commission to continue to provide updated information on the research efforts undertaken under the fourth framework programme and, in particular, to give an account of recent calls for proposals concerning bovine transmissible spongiform encephalopathies and possible links with neuro-degenerative diseases in humans; - CALLS UPON the Commission to reinforce its research activities on topics in this field, - covering both basic and applied biology and human and animal health aspects, as well as diagnostic aspects, - in particular within the LIFE SCIENCES programmes; - AGREES to reexamine this question at the next meeting of the Research Council (5 December 96) on the basis of a communication from the Commission, taking into account ongoing research activities, including work underway and planned in Member Stat ...

3. La stratégie spécifique de préparation à l'adhésion comportera des dispositions et arrangements concernant entre autres les points suivants : a) poursuite de l'effort de familiarisation de l'administration chypriote à l'acquis communautaire, ainsi que de l'effort d'harmonisation des législations chypriotes à cet acquis ; b) examen des possibilités d'extension à Chypre des réseaux transeuropéens en matière de transports maritimes et de télécommunications ; c) participation de Chypre à des programmes communautaires ouverts aux Etats membres et/ou à des pays partenaires candidats à l'adhésion, comme MEDIA II, certains programmes relevant du domaine de la formation (LEONARDO, SOCRATES, Jeunesse pour l'Europe), ARIANE, RAPHAEL, KALEIDOSCOPE, 4ème programme-cadre de recherche scientifique et technologique, MATTHAEUS ; d) possibilité pour Chypre de bénéficier de fonds de la future politique méditerranéenne consacrée aux activités d'intérêt régional, en vue de préparer l'harmonisation de ses législations et politiques à celles de l'Union ; e) approfondissement de la coopération entre EUROSTAT et les départements de statistiques et de recherche de Chypre.
3. The specific strategy for preparing for accession will also comprise provisions and arrangements concerning, inter alia, the following points: (a) continuation of efforts to familiarize Cypriot administration with the acquis communautaire, and to harmonize Cypriot legislation with that acquis; (b) examination of the possibility of extending to Cyprus the trans- European shipping and telecommunications networks; (c) participation by Cyprus in Community programmes open to the Member States and/or partner countries which have applied for accession, such as MEDIA II, certain training programmes (LEONARDO, SOCRATES, Youth for Europe), ARIANE, RAPHAEL, KALEIDOSCOPE, the Fourth Framework Programme of scientific and technological research, MATTHAEUS; (d) possibility for Cyprus to benefit from funding under the future Mediterranean policy devoted to activities of regional interest, in order to prepare for the harmonization of its laws and policies with those of the Union; (e) extended cooperation between EUROSTAT and Cyprus's statistical and research departments.
