After adopting in June 1995 an Information Report on relations between the European Union and the United States, the Economic and Social Committee, meeting in Plenary Session, today adopted by a majority, with three votes against and six abstentions, an Own-initiative Opinion on relations between the European Union and the United States (Rapporteur: Ann Davison, Group III, United Kingdom).

Bien que dans son avis (rapporteur : Umberto BURANI, Groupe des Employeurs, Italie) adopté par 118 voix pour, 2 voix contre et 2 abstentions, le Comité approuve l'approche visant à n'étendre la Recommandation de 1988 qu'aux produits de monnaie électronique rechargeables susceptibles d'avoir un lien avec le compte (c'est-à-dire les cartes prépayées de type bancaire et non les cartes prépayées à usage unique et non rechargeables, telles que les cartes téléphoniques, les cartes de paiement des péages autoroutiers, etc.), l'examen article par article de la recommandation dressée par la Commission suscite quelques observations critiques quant aux insuffisances rencontrées dans la Communication : manque de clarté de la définition du champ d'application, incohérence au niveau des termes et du contenu, omission ou exclusion des cartes ne donnant pas d'accès à un compte bancaire, etc.
Although in the opinion (rapporteur: Umberto BURANI, Employers' Group, Italy), adopted by 118 votes to two with two abstentions, the Committee endorses the approach of extending the 1988 recommendation to reloadable electronic money products which may be linked with the account (i.e. bank-type prepaid cards and not single-use, non-reloadable prepaid cards such as telephone cards, motorway toll cards etc.), the detailed examination of the recommendation drawn up by the Commission criticizes certain inadequacies of the communication: lack of clarity in defining the scope, inconsistency in terms and content, omission or exclusion of cards which do not give access to a bank account, etc.
