Notes that the mobility of students, teachers, researchers and non-teaching staff is one of the main priorities of the Bologna Process; calls on the Member States to increase opportunities for and quality of mobility, and highlights the need to strengthen the implementation of the Mobility Strategy 2020 for EHEA and also to reach the quantitative target of 20 % for student mobility by 2020; in this regard, stresses the crucial role of the Erasmus+ Programme and Horizon 2020, and the importance of ensuring their smooth and efficient implementation and promotion; stresses that study grants pertaining to Erasmus+ should be exempt from taxation and social levies;

4. Calls on the Council and the Commission to adopt and implement, as part of the EU’s 2030 framework for climate and energy policies, a multi-faceted approach based on mutually reinforcing, coordinated and coherent policies and ambitious binding targets for the reduction of greenhouse gas emissions, renewable energy sources and energy efficiency; asks the Commission and the Member States to take greater advantage of the interactions between these three targets, since they are the most appropriate tools for achieving the EU’s climate and energy objectives in a cost-effective way in the time horizon to 2030, providing investment certainty, and boosting and strengthening competitiveness and energy security in the EU;

Stresses that the most coherent approach post-2020 is to set an EU-wide 2030 greenhouse gas emissions target taking into account the emissions reductions resulting from the EU 2030 objectives for energy efficiency and renewable energy; notes that a so-called ‘package approach’ made up of energy efficiency, renewable energy and greenhouse gas emissions targets, defined in line with existing cost-effective energy saving potential, would enable the EU to meet its competitiveness, energy security and decarbonisation goals with a lower CO2 price and a smaller burden on industry than if it only had a greenhouse gas emissions target;

- (ES) Monsieur le Président, je désire tout d’abord également féliciter M. Fiori pour son excellent rapport, auquel j’adhère complètement, car les horizons si remplis d’espérances que nous ouvre la biotechnologie peuvent faire oublier que l’être humain ne doit en aucun cas être utilisé comme un instrument au service de la science, et le rapport de M. Fiori délimite clairement les frontières éthiques de la recherche biotechnologique.
– (ES) Mr President, I would like, firstly, to also congratulate Mr Fiori on his excellent report, which I fully agree with, because the very hopeful future possibilities offered to us by biotechnology must not lead us to forget that the human being cannot, under any circumstances, be used as an instrument at the service of science, and Mr Fiori’s report clearly defines ethical limits for biotechnological research.
