Question No. 1269 Mr. David McGuinty: With regard to the Minister of Citizenship, Immigration and Multiculturalism’s visit to Iraq: (a) what is the complete list of everyone who accompanied the Minister; (b) what was the time, date, location and nature of all government business conducted by the Minister; and (c) what was the total cost of this trip, including but not limited to, airline tickets, accommodations, meals and security for the Minister and everyone who accompanied him?

Dans la réponse par elle réservée à la question E-1269/07 de l’auteur de la présente question, MHübner, membre de la Commission des Communautés européennes, ne dit pas, hélas, comment il est possible que la société ELANET (à laquelle, de l’aveu même de M Hübner, la Fédération des industries grecques, ou SEB, est partie prenante), soit impliquée dans l’adoption de 299 des 300 (!) dossiers qui avaient été soumis au ministère de l’Économie, ce dont la presse grecque s’était faite l’écho (voir Ethnos du 13 décembre 2006, par exemple).
Commissioner Hübner failed to indicate in reply to my question No. E-1269/07 how it is that the Elanet company (in which she herself admits that the Greek Federation of Industry - SEV - has a vested interest) is involved in the approval of 299 of the 300(!) applications submitted to the Finance Ministry, as pointed out by the Greek press (for example ‘Ethnos’ of 13 December 2006).

Commissioner Hübner failed to indicate in reply to my question No. E-1269/07 how it is that the Elanet company (in which she herself admits that the Greek Federation of Industry - SEV - has a vested interest) is involved in the approval of 299 of the 300(!) applications submitted to the Finance Ministry, as pointed out by the Greek press (for example ‘Ethnos’ of 13 December 2006). I am, therefore, compelled, as I also mentioned in my above question, to raise the matter before the European Parliament in plenary in the hope of obtaining a full reply from (the otherwise likeable) Mrs Hübner.

Concernant la question de la compatibilité avec la législation communautaire de la participation de la société «ΕΛΑΝΕΤ» (ELANET) à l’évaluation des dossiers de demande de certaines mesures d’aides d’État cofinancées et à la procédure d’évaluation de ces dossiers, la Commission a déjà expliqué, dans sa réponse aux questions écrites E-5710/06 et E-1269/07 de l’honorable parlementaire, que les sociétés privées peuvent participer à la mise en œuvre d’opérations cofinancées, en particulier de mesures d’aides d’État.
(EN) On the issue of the compatibility with Community rules of the involvement of "ΕΛΑΝΕΤ" (ELANET) in the evaluation of applications for certain co-financed state aid measures and the procedure for the evaluation of such applications, the Commission has already explained, in its answer to the Honourable Member's written questions E-5710/06 and E-1269/07, that private firms can be involved in the implementation of co-funded operations, in particular state aid measures.

La Commission a déjà exposé dans sa réponse à la question écrite E-1269/07 que, conformément au principe de subsidiarité, la gestion des Fonds structurels - y compris l’évaluation, la sélection, la mise en œuvre et l’audit des différents projets - relève au premier chef de la compétence des États membres.
As explained in the Commission's answer to the written question E-1269/07, in line with the subsidiarity principle, the management of the Structural Funds, including the evaluation, selection, implementation and auditing of individual projects is, in the first instance, the responsibility of the Member States.
