None of these symptoms is so severe that a diagnosis of either dementia (F00-F03) or delirium (F05.-) can be made. This diagnosis should be made only in association with a specified physical disorder, and should not be made in the presence of any of the mental or behavioural disorders classified to F10-F99. The disorder may precede, accompany, or follow a wide variety of infections and physical disorders, both cerebral and systemic, but direct evidence of cerebral involvement is not necessarily present. It can be differentiated from postencephalitic syndrome (F07.1) and postconcussional syndrome (F07.2) by its different etiology, more restricted range of generally milder symptoms, and usually shorter duration.

Similar disorders developing in the presence of epilepsy or other brain disease should be classified under F06.2, and those induced by psychoactive substances under F10-F19 with common fourth character .5.

Anita Neville: With regard to criminal law amendments contained in legislation introduced in the 40th Parliament, Third Session, namely Bill C-4, An Act to amend the Youth Criminal Justice Act and to make consequential and related amendments to other Acts, Bill C-16, An Act to amend the Criminal Code, Bill C-17, An Act to amend the Criminal Code (investigative hearing and recognizance with conditions), Bill C-21, An Act to amend the Criminal Code (sentencing for fraud), Bill C-23A, An Act to amend the Criminal Records Act, Bill C-23B, An Act to amend the Criminal Records Act and to make consequential amendments to other Acts, Bill C-30, An Act to amend the Criminal Code, Bill C-39, An Act to amend the Corrections and Conditional Release Act and to make consequential amendments to other Acts, Bill C-48, An Act to amend the Criminal Code and to make consequential amendments to the National Defence Act, Bill S-6, An Act to amend the Criminal Code and another Act, and Bill S-10, An Act to amend the Controlled Drugs and Substances Act and to make related and consequential amendments to other Acts: (a) was a gender-based analysis of the impacts of the proposed amendments undertaken before the legislation was introduced in Parliament; (b) if yes to question (a), (i) when was this analysis conducted, (ii) by whom was the analysis conducted, (iii) which indicators were used to determine the gender-based impact of the legislation, (iv) what was the conclusion of the analysis regarding the gender-based impacts of the proposed amendment; (c) if no to question (a), (i) does the government intend to undertake a gender-based analysis of the amendments, (ii) when will this analysis take place; and (d) did the Treasury Board Secretariat require that a gender-based analysis of the legislation be completed before the bill was introduced in Parliament?

Le fait de constater l'échec de cet objectif du Millénaire, de ce cinquième objectif, qui est pourtant fondamental puisqu'il s'agit des femmes et de leurs souffrances dans les grossesses, mérite qu'on abandonne cette attitude et cette analyse extrêmement hypocrites que nous avons ici, au niveau européen, quand on connaît, quand on voit et quand on peut témoigner de la situation en Afrique, sur le terrain, dans les villages, dans les campagnes et dans la brousse.
By noting the failure to meet this Millennium goal, the fifth goal, which is very important because it concerns women and their suffering during pregnancy, we have to abandon the extremely hypocritical attitude and analysis we make in Europe when we know, see and can testify to the situation in Africa, on the ground, in villages, in countryside and in the bush.

Supports the Commission's efforts to chart the unnecessary administrative burdens arising from new European legislation through the integration of the Standard Cost Method (SCM) in the impact assessment procedure; considers it essential that stakeholders help to gather the information required for the use of the SCM; emphasises that the quality of the impact assessment must be controlled by the Impact Assessment Board (IAB) by means of publicly accessible opinions;

E. recognising that to protect critical infrastructure requires a consistent, cooperative partnership between owners and operators of such infrastructure and Member State authorities; noting that analysing and managing risk in each infrastructure must be based on strict EU-set processes and standards; noting that the responsibility of managing risk within physical facilities, supply chains, information technologies and communication networks ultimately rests with the owners and operators who are in charge of the day to day running of those infrastructures; noting, however, that the EU and Member States should assist, instruct, support and monitor industry at all levels of public authority, including through financial and other incentives, as and when appropriate, to perform their obligations; noting, in this regard, that operators should be able to forward existing information to the authorities and that the latter take responsibility for analysing the information and devising appropriate security solutions in conjunction with the operators; whereas it is vital that the fundamental right to data protection is ensured at European and national levels in each individual case linked with these activities,
