considérant que les parties ont réexaminé le registre de transparence (ci-après «le registre») établi par l'accord entre le Parlement européen et la Commission européenne du 23 juin 2011 sur l'établissement d'un registre de transparence pour les organisations et les personnes agissant en qualité d'indépendants qui participent à l'élaboration et à la mise en œuvre des politiques de l'Union européenne , conformément au paragraphe 30 de cet accord,
Whereas the parties hereto have reviewed the Transparency Register (hereinafter ‘the register’) established by the Agreement between the European Parliament and the European Commission of 23 June 2011 on the establishment of a transparency register for organisations and self-employed individuals engaged in EU policy-making and policy implementation pursuant to paragraph 30 of that agreement,

10. Emphasises that all players, including both public and private interest representatives, outside the EU institutions falling within that definition and regularly influencing the institutions, should be considered lobbyists and treated in the same way: professional lobbyists, companies' in-house lobbyists, NGOs, think-tanks, trade associations, trade unions and employers' organisations, profit-making and non-profit-making organisations and lawyers when their purpose is to influence policy rather than to provide legal assistance and defence in legal proceedings or to give legal advice; stresses also, however, that regions and municipalities of the Member States, as well as political parties at national and European level and those bodies which have legal status under the Treaties, do not fall within the scope of these rules when they are acting in accordance with the role, and carrying out the tasks of such bodies, as provided for in the Treaties;

One of the most important solutions, as we see it, is rural development, and this is already a priority in the Union’s action and cooperation in most of the countries concerned, and we would like to see it strengthened even more by the pooling of efforts, whether that means aid to local governments to enable them to concentrate their development policy in that area, something that we can actually do, or whether it means support for the projects of non-governmental organisations or local communities seeking to diversify production and crop distribution and to create family incomes of another kind, or whether it means coordination with other international donors, like Member States, or the Bretton Woods institutions, or, finally, whether it means putting in place programmes to reduce poverty in the countries concerned.
