L’Union mène une mission militaire de formation (ci-après dénommée «EUTM Mali»), ayant pour objectif de fournir, dans le sud du Mali, des conseils en matière militaire et en ce qui concerne la formation aux forces armées maliennes opérant sous le contrôle des autorités civiles légitimes, afin de contribuer à rétablir leurs capacités militaires et de leur permettre de mener des opérations militaires visant à rétablir l’intégrité territoriale du Mali et à réduire la menace constituée par les groupes terroristes.

The Union shall conduct a military training mission (EUTM Mali), to provide, in the South of Mali, military and training advice to the Malian Armed Forces (MAF) operating under the control of legitimate civilian authorities, in order to contribute to the restoration of their military capacity with a view to enabling them to conduct military operations aiming at restoring Malian territorial integrity and reducing the threat posed by terrorist groups.

Urges the Member States to reach agreement on expanding the concept of common costs associated with the use of the battlegroups (costs to be financed through the Athena mechanism), or on common funding of the totality of the costs of crisis management operations carried out by them; takes the view that such an agreement is necessary to make their use politically and economically acceptable and ensure that the Member States on stand-by do not bear a disproportionate burden in a difficult budgetary situation; recalls in this regard that in November 2009 the Council invited the Council General Secretariat to elaborate ideas on the financing of military operations for discussion at high level in 2010, but no progress has been registered so far;

20. plaide à nouveau en faveur de la création d'un centre d'opérations permanent de l'Union, placé sous l'autorité de la haute représentante/vice-présidente, et dont la mission serait la planification opérationnelle et la conduite des opérations militaires; demande le rattachement de ce centre d'opérations au SEAE; souligne que le système actuel, avec sept états-majors, entraîne une perte d'efficacité, de réactivité et des coûts considérables et qu'un interlocuteur permanent dans le domaine militaire est nécessaire à la coordination civilo-militaire sur le terrain; estime que le centre d'opérations permanent pourrait ainsi être qualifié de capacité militaire de planification et de conduite et pourrait être co-localisé avec la CPCC pour permettre les synergies indispensables à une coordination civilo-militaire efficace; réaffirme que le centre d'opérations de l'Union faciliterait la coopération avec l'OTAN, sans compromettre l'autonomie de décision des deux entités;

Calls once again for the establishment of a permanent EU operations centre overseen by the Vice-President/High Representative, which would be responsible for operational planning and the conduct of military operations; calls for this operations centre to be attached to the EEAS; stresses that the division of the existing system into seven headquarters makes it less effective and responsive and generates huge costs, and that a permanent interlocutor in the military sphere is essential for civil and military coordination on the ground; takes the view that the permanent operations centre could therefore be classed as a form of military planning and conduct capability, and located in the same place as the CPCC in order to allow the necessary synergies for effective civilian and military coordination; reiterates that the EU operations centre would facilitate cooperation with NATO, without compromising the decisional autonomy of both organisations;
