The government brought it forward and it has been working at it a long time”.

Qu'un comité spécial de la Chambre soit créé et chargé d’élaborer une stratégie nationale de prévention de l’intimidation, puisqu'il s'agit d'un problème grave qui touche les collectivités canadiennes, afin: a) d’étudier la prévalence et l’incidence de diverses formes d’intimidation, notamment l’intimidation physique, verbale et indirecte ainsi que la cyberintimidation; b) de définir et d’adopter une gamme de pratiques exemplaires de lutte à l’intimidation fondées sur des faits; c) de communiquer et de diffuser de l’information sur la lutte contre l’intimidation aux familles canadiennes par différents médias; d) d’appuyer les organismes qui travaillent auprès des jeunes pour qu’ils favorisent un climat positif et un environnement sûr; e) de privilégier la prévention plutôt que la criminalisation; et que le Comité soit composé de 12 membres, dont sept membres du parti gouvernemental, quatre membres de l’Opposition officielle, un membre du Parti libéral, pourvu que le président soit issu du parti gouvernemental; qu'en plus du président, un vice-président provienne de chaque parti de l’opposition; que le comité dispose de tous les pouvoirs que le Règlement confère aux comités permanents; que le comité soit composé des députés inscrits sur une liste que le whip de chaque parti déposera auprès de la Greffière de la Chambre, au plus tard cinq jours de séance suivant l’adoption de la présente motion; que le quorum du comité spécial soit fixé à sept membres pour toute délibération, sous réserve qu’un membre de l’opposition et un membre du parti gouvernemental soient présents; que les membres de ce comité puissent, à l’occasion, et si nécessaire, se faire remplacer conformément aux dispositions de l'article 114(2) du Règlement; que le comité fasse rapport de ses recommandations à la Chambre dans l’année suivant l’adoption de la présente motion.
That, given that bullying is a serious problem affecting Canadian communities, a special committee of the House be appointed and directed to develop a National Bullying Prevention Strategy to: (a) study the prevalence and impact of different types of bullying, including physical, verbal, indirect and cyber bullying; (b) identify and adopt a range of evidence-based anti-bullying best practices; (c) promote and disseminate anti-bullying information to Canadian families through a variety of mediums; (d) provide support for organizations that work with young people to promote positive and safe environments; (e) focus on prevention rather than criminalization; and that the committee consist of 12 members which shall include seven members from the government party, four members from the Official Opposition and one member from the Liberal Party, provided that the Chair shall be from the government party; that in addition to the Chair, there be one Vice-Chair from each of the opposition parties; that the committee have all of the powers of a Standing Committee as provided in the Standing Orders; that the members to serve on the said committee be appointed by the Whip of each party depositing with the Clerk of the House a list of his or her party’s members of the committee no later than five sitting days following the adoption of this motion; that the quorum of the special committee be seven members for any proceedings, provided that at least a member of the opposition and of the government party be present; that membership substitutions be permitted to be made from time to time, if required, in the manner provided for in Standing Order 114(2); and that the committee report its recommendations to this House within one year of the adoption of this motion.
