Définition: Trouble transitoire, survenant chez un individu ne présentant aucun autre trouble mental manifeste, à la suite d'un facteur de stress physique et psychique exceptionnel et disparaissant habituellement en quelques heures ou en quelques jours. La survenue et la gravité d'une réaction aiguë à un facteur de stress sont influencées par des facteurs de vulnérabilité individuels et par la capacité du sujet à faire face à un traumatisme. La symptomatologie est typiquement mixte et variable et comporte initialement un état d'hébétude caractérisé par un certain rétrécissement du champ de la conscience et de l'attention, une impossibilité à intégrer des stimuli et une désorientation. Cet état peut être suivi d'un retrait croissant vis-à-vis de l'environnement (pouvant aller jusqu'à une stupeur dissociative - voir F44.2), ou d'une agitation avec hyper-activité (réaction de fuite ou fugue). Definition: A transient disorder that develops in an individual without any other apparent mental disorder in response to exceptional physical and mental stress and that usually subsides within hours or days. Individual vulnerability and coping capacity play a role in the occurrence and severity of acute stress reactions. The symptoms show a typically mixed and changing picture and include an initial state of daze with some constriction of the field of consciousness and narrowing of attention, inability to comprehend stimuli, and disorientation. This state may be followed either by further withdrawal from the surrounding situation (to the extent of a dissociative stupor - F44.2), or by agitation and over-activity (flight reaction or fugue). Autonomic signs of panic anxiety (tachycardia, sweating, flushing) are commonly present. The symptoms usually appear within minutes of the impact of the stressful stimulus or event, and disappear within two to three days (often within hours). Partial or complete amnesia (F44.0) for the episode may be present. The average transposal deadline is such that it is not yet possible to monitor the instruments provided for by the Hague action plan, since at the time of writing no one of them is due to be implemented yet[6]. For the purposes of this 2005 report, however, it is worth analysing and evaluating the Member States’ implementation of JFS instruments in general terms on a cut-off date which, for the purposes of this report, is 31 March 2006.

Welcomes the First Agreement on the Principles of Normalisation reached in the high-level dialogue between the Prime Ministers of Serbia and Kosovo on 19 April 2013, which opened the way for further steps in the European integration process of Serbia and Kosovo; welcomes the steps taken by both sides so far in the implementation of the agreement and encourages the authorities to continue implementing all agreements reached so far in good faith and in a timely manner; welcomes the agreements on telecommunications and energy reached in dialogue on 8 September; calls, in particular, on both Serbia and Kosovo to actively and constructively cooperate with EULEX as regards the implementation of the agreement on Mutual Legal Assistance in order to deal with the growing number of requests concerning properties in Kosovo; calls on both sides to maintain this constructive approach while agreeing on the controversial and sensitive details that still need to be elaborated and agreed on; urges both sides to continue to address the issue of missing persons and welcomes, in this respect, the first results reached in the framework of the Red Cross-chaired Working Group on the Missing Persons; acknowledges the efforts made towards reducing the underground trade between Serbia and Kosovo; notes that further continuous efforts by Serbian and Kosovar leaders will be needed to integrate the Serbian minority in Kosovan society and bring the ethnic Albanian and Serbian communities closer together;

Notes that the funding models for universal service used so far in the Member States have not been very successful and that the tried and tested funding instrument for universal services in the past has been the reserved sector; calls therefore on the Commission to look in detail, in its prospective study, at whether the development of the universal service, the retention of which remains relevant in economic and social terms, and greater flexibility in the regulatory framework can have a positive influence on resolving the problem of funding universal services;
