L'approbation de la libération de ces crédits de la réserve suppose que la Commission s'engage à présenter, dans les meilleurs délais et en tout cas avant le 31 mars 2002 au plus tard, un plan d'exécution pour chaque programme, plan énonçant des objectifs en ce qui concerne l'élimination du RAL anormal accumulé tel qu'il se présentait au début de l'exercice.
The condition for agreeing the release of these appropriations from the reserve is that the Commission undertakes to produce, as soon as possible and by 31 March 2002 at the latest, an implementation plan for each programme, containing targets for the elimination of the stock of abnormal RAL which existed at the beginning of the budget year.
