(Return tabled) Question No. 1155 Ms. Kirsty Duncan: With respect to the Process Working Group (PWG) (formerly the Consultative Steering Committee) for the government’s greenhouse gas regulation development for the oil and gas sector: (a) is the PWG still in operation and, if not, when did it cease to operate; (b) what is/was the membership of the PWG, including the name and the affiliation of each member; (c) what specific framework elements of a regulatory approach are/were being considered; (d) what principles under which the performance standards will be developed are/were being considered; (e) what scope and stringency of the performance standards are/were being considered; (f) what compliance mechanisms are/were being considered; (g) what architectural approaches in the development of sub-sector performance standards are/were being considered; (h) is/was carbon pricing being considered and, if so, what are/were the specific considerations; (i) how many meetings have taken place to date and for each meeting, (i) what was the date, (ii) who was in attendance, (iii) where did the meeting occur, (iv) what was the agenda; (j) when will oil and gas sector greenhouse gas regulations be ready to publish in Canada Gazette 1, and why were they delayed from the end of 2012; and (k) when (month and year) are oil and gas regulations scheduled to come into force?

(13a) In order to ensure legal certainty and planning reliability, operating restrictions and decisions on the operation of airports, including court decisions and the outcome of mediation processes which were already introduced or under examination before the entry into force of this Regulation should not be subject to this Regulation but should be dealt with under existing rules.

However the Court ruled that the requirements of the Data Protection Regulation apply in all circumstances where the right of access to a public document is exercised, whereas the Court below had found that the requirements of that Regulation were only applicable in those situations where the privacy or the integrity of the individual would be infringed, contrary to Article 8 of the European Convention of Human Rights.

12 bis. Les dépenses pour ce type d'interventions au titre du présent règlement n'étaient pas prévues dans les perspectives financières conclues dans le contexte de l'accord interinstitutionnel du 6 mai 1999 sur la discipline budgétaire et l'amélioration de la procédure budgétaire , dans la mesure où elles ne sont pas encore couvertes par les dépenses prévues pour la PESC; en conséquence, ces interventions devraient être financées dans le cadre de la rubrique 4 des perspectives financières ou, si ce n'est pas possible, par une révision adéquate des perspectives financières.
(12a) Expenditure on the type of interventions under this Regulation was not foreseen in the financial perspective agreed in the context of the Interinstitutional Agreement of 6 May 1999 on budgetary discipline and improvement of the budgetary procedure( ), in so far as they are not already covered by the expenditure foreseen for CFSP; consequently, these interventions will have to be financed within Heading 4 or, if this is not possible, by an appropriate revision of the financial perspective; the European Parliament must be consulted on each action to be financed under the facility.

- 2 - As a result of the investigation, which covered the period from 1 January to 31 July 1987, it transpired that all these firms except Brother Industries .the two criteria for action under the new anti-dumping Regulation, namely: - they had begun their operations in the Community after the opening of the anti-dumping investigation, - they used a very high proportion of components ranging on average from 75% to 96% from the Japanese companies which were the subject of the original anti-dumping duty. Accordingly the Commission is proposing to the Council that anti- dumping duties should be imposed on the products manufactured by these firms, set at the following levels for each assembled part: - Canon Bretagne (France) 44.00 ECU - Kyushu Matsushita (UK) 40.94 ECU - Sharp (UK) 21.82 ECU - Silver Reed (UK) 56.14 ECU However, for Brothers industries UK the investigation snowed that on average less than 60% of the parts used came from Japan and therefore an anti-dumping duty could not be imposed.
