(14) Étant donné que l'objectif du présent règlement , à savoir la définition de règles relatives aux critères et aux conditions de création d'un régime propre au petit trafic frontalier aux frontières terrestres extérieures des États membres, influe directement sur l'acquis communautaire relatif aux frontières extérieures et ne peut par conséquent pas être réalisé de manière suffisante par les États membres et peut donc, en raison des dimensions et des effets du présent règlement , être mieux réalisé au niveau communautaire, la Communauté peut arrêter des mesures conformément au principe de subsidiarité énoncé à l'article 5 du traité.
(14 ) Since the objective of this Regulation , namely the laying down of rules on the criteria and conditions for establishing a local border traffic regime at the external land borders of the Member States, directly affect the Community acquis on external borders and cannot thus be achieved sufficiently by the Member States and can therefore, by reason of the scale and effects of this Regulation , be better achieved at Community level, the Community may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.
