Conformément à ses conclusions de 1997, le Conseil invite la Commission à présenter des propositions appropriées visant à répartir d'une manière plus équilibrée le coût des accords, en étendant d'une manière non discriminatoire la portée des redevances payées par les armateurs, et à améliorer le rapport coût-efficacité des accords.
In accordance with its 1997 conclusions, the Council invites the Commission to present appropriate proposals for sharing the cost of agreements in a more balanced manner by extending the scope for shipowners' payment of licence fees in a non-discriminatory manner, and to improve the cost/benefit ratio of the agreements.

3. Les États peuvent conclure des accords ou arrangements bilatéraux ou multilatéraux après l'entrée en vigueur du présent accord, dans la mesure où ceux-ci permettent d'approfondir ou d'élargir le contenu de l'accord et contribuent à simplifier ou à faciliter davantage les procédures de remise des personnes faisant l'objet d'un mandat d'arrêt, notamment en fixant des délais plus courts que ceux fixés à l'article 20, en étendant la liste des infractions prévues à l'article 3, paragraphe 4, en limitant davantage les motifs de refus prévus aux articles 4 et 5, ou en abaissant le seuil prévu à l'article 3, paragraphe 1 ou 4.
3. States may conclude bilateral or multilateral agreements or arrangements after this Agreement has come into force in so far as such agreements or arrangements allow the prescriptions of this Agreement to be extended or enlarged and help to simplify or facilitate further the procedures for surrender of persons who are the subject of an arrest warrant, in particular by fixing time limits shorter than those fixed in Article 20, by extending the list of offences laid down in Article 3(4), by further limiting the grounds for refusal set out in Articles 4 and 5, or by lowering the threshold provided for in Article 3(1) or (4).
