D'entrée de jeu, je tiens à dire que nous sommes extrêmement contents de l'entente négociée de haute lutte avec les provinces—j'aurai l'occasion de le rappeler—mais je veux dire tout de suite à cette Chambre qu'à l'étape ultérieure de nos travaux, soit en comité parlementaire ou ici même, en comité plénier, si c'est de cette façon que nos travaux sont conduits, je déposerai deux amendements que j'expliquerai au cours du débat.
First off, I want to say that we are extremely happy with the agreement negotiated after a hard fought battle with the provinces. I will have an opportunity to mention it again, but I want to say to this House that, at a later stage of our work, either in committee or here in committee of the whole, if that is how our work is to be done, I will table two amendments, which I will explain in the course of the debate.
