So if the province decided to adopt legislation in respect to the controlled licensable activities in clauses 8 to 11, which they can do under paragraph 41(1)(a), then the province would also have to adopt legislation relating to the administration of such licences, which would be, in the federal legislation, clauses 12 to 17.
