Stresses that the internal rules of the European Parliament offer a sufficient margin of manoeuvre to organise specific forms of differentiation on the basis of political agreement within and among the political groups in order to provide for appropriate scrutiny of the EMU; recalls that Article 3(4) TEU states that ‘the Union shall establish an economic and monetary union whose currency is the euro’, and that Protocol 14 on the Eurogroup refers to ’the need to lay down special provisions for enhanced dialogue between the Member States whose currency is the euro, pending the euro becoming the currency of all Member States’; points out that, if this supposedly transitory situation is to last, an appropriate accountability mechanism for the current euro area and the Member States committed to joining must be considered within Parliament;

– Having regard to the draft Council decision (06903/2010), having regard to the draft protocol to the Euro-Mediterranean agreement establishing an association between the European Communities and their Member States, of the one part, and the Hashemite Kingdom of Jordan, of the other part, to take account of the accession of the Republic of Bulgaria and of Romania to the European Union (09373/2008), having regard to the request for consent submitted by the Council in accordance with Article 217 and Article 218(6), second subparagraph, point (a), of the Treaty on the Functioning of the European Union (C7-0384/2010), having regard to Rules 81, 90(8) and 46(1) of its Rules of Procedure, having regard to the recommendation of the Committee on Foreign Affairs (A7-0373/2010), the Verts/ALE Group agreed that Parliament should give its consent to the conclusion of the protocol.
