Definition: In typical mild, moderate, or severe depressive episodes, the patient suffers from lowering of mood, reduction of energy, and decrease in activity. Reference may be made, inter alia, to its resolutions of 24 October 1991 on legal protection of the Community's financial interests, 11 March 1994 on the independent power of investigation and inquiry which the Union may exercise for the purposes of legal protection of its financial interests and 15 March 1995 on the proposal for a Council of the European Union Act establishing a Convention for the protection of the Communities' financial interests and on a draft Council Decision on joint action regarding the protection of the financial interests of the European Communities on the basis of Article K.3 of the Treaty on European Union.

Pour mieux lutter contre la fraude et les autres activités illégales portant atteinte aux intérêts financiers de l’Union européenne (UE), les États membres ont signé la Convention relative à la protection des intérêts financiers des Communautés, du 26 juillet 1995, ainsi que plusieurs protocoles additionnels. The Community institutions and the Member States acknowledge the importance of effective protection for the Community's financial interests. In order to combat fraud and other illegal activities affecting those interests, the Member States signed the Convention of 26 July 1995 on the protection of the European Communities' financial interests and several additional protocols which provide for measures aimed in particular at aligning national criminal laws. As these instruments have still not been ratified by all the Member States, the Commission has presented a proposal for a Directive on the basis of new Article 280 of the EC Treaty introduced by the Amsterdam Treaty, which incorporates a large proportion of their provisions.
