Mr. John Solomon: Mr. Chair, whereas the clause 3 amendment that I put forward to lower the voting age to 16 years was defeated, hurting my feelings and the feelings of all those 16- and 17-year-olds while disenfranchising them all, I'll withdraw this amendment because it's pertinent to that previous one having been passed.

Indeed, while I understand the basic principle of Amendments 5 and 6 and of Amendment 7 – which is the sum of the first two, since it concerns small producers – in terms of proposing to increase Lithuania’s quota from 1 211 to 4 855 tonnes – that is, to quadruple it – and Poland’s quota from 144 985 to 180 000 tonnes, I feel that, if adopted, these amendments would open up a can of worms and give other Member States the opportunity to ask for the quotas on their produce to be revised at the highest level. I am thinking here of olive oil, milk, and an abundance of other products.

Sur les amendements qui ont été proposés, c'est-à-dire les 15 amendements, la Commission se voit toutefois obligée de rejeter l'amendement 2 car il affecte notre droit d'initiative ; l'amendement 12 car il découle d'une erreur d'interprétation sur laquelle je reviendrai ; l'amendement 14 qui établit des contraintes tombant hors du champ d'application du règlement, et l'amendement 15 qui modifie substantiellement la nature de la proposition de la Commission puisqu'il en supprime le volet "énergie".
Of the amendments which were proposed, in other words, 15 amendments, the Commission must however reject Amendment No 2, as it affects our right of initiative; Amendment No 12, as this arises from a misinterpretation, and I will come back to this; Amendment No 14 which establishes restrictions that fall outside the scope of the regulation, and Amendment No 15, which considerably alters the nature of the Commission’s proposal since it removes the chapter on energy.

Je reviens sur les amendements qu'on propose au projet de loi C-2 dont nous discutons cet après-midi. Je ne peux vraiment pas élaborer davantage sur ces amendements puisque mes confrères du Bloc québécois ont à peu près tout dit de ce que nous n'aimions pas de ces modifications.
