T. considérant que l'Union et ses États membres ont mobilisé plus de 3 300 000 000 EUR pour secourir et aider les Syriens demeurés dans leur pays ainsi que les réfugiés et les pays qui les accueillent; qu'en 2014, l'Union européenne et ses États membres étaient, à eux seuls, avec 163 000 000 EUR, les deuxièmes donateurs d'aide humanitaire à l'Iraq; que le mécanisme de protection civile de l'Union européenne a été activé à la demande du gouvernement iraquien; considérant que l'Union a dépensé plus que prévu pour répondre aux besoins humanitaires et que les contributions promises par plusieurs États tiers n'ont pas toujours été concrétisées;
T. whereas more than EUR 3.3 billion has been mobilised by the EU and its Member States for relief and recovery assistance to Syrians in their country and to the refugees and their host countries; whereas in 2014 alone the EU and its Member States were the second-largest humanitarian donor to Iraq, providing EUR 163 million; whereas the European Union Civil Protection Mechanism was activated at the request of the Iraqi Government; whereas the EU has spent more than it envisaged to address humanitarian needs, and whereas funds pledged by several non-EU countries have not always actually been transferred;

70. appelle le gouvernement éthiopien à reconnaître officiellement comme définitives et obligatoires les décisions relatives à la démarcation entre l'Érythrée et l'Éthiopie prises par la Commission frontalière, conformément aux résolutions 1907(2009) et 2023(2011) du Conseil de sécurité de l'ONU et aux résolutions concernées de l'Union africaine et de l'IGAD; appelle le gouvernement érythréen à amorcer un dialogue avec l'Éthiopie afin d'aborder les questions du processus de désengagement des troupes de la zone frontalière et de la démarcation physique de la frontière, conformément à la décision de la Commission frontalière et en gardant à l'esprit l'importance de maintenir l'unité des communautés, ainsi que de la normalisation des relations entre les deux pays, y compris la réouverture de la frontière; demande à la communauté internationale d'engager un dialogue avec l'Érythrée et de défendre les intérêts et les besoins de la population érythréenne tout en poussant le régime et les forces armées à permettre l'accès des organisations internationales, à préparer les élections promises de longue date et à ouvrir l'espace politique dans le pays; souligne que toute l'aide de l'Union européenne qui ne poursuit pas d'objectifs humanitaires devrait être rigoureusement subordonnée à un engagement, de la part des autorités érythréennes, à faciliter une transition démocratique et à créer les conditions d'une amélioration de la situation des droits de l'homme dans le pays, avec des critères de référence transparents et concrets, ainsi que de la satisfaction des besoins fondamentaux du peuple érythréen; invite l'Érythrée à ne soutenir aucun groupe armé qui sape la paix et la réconciliation en Somalie et, de façon plus générale, la stabilité de la région; demande la liberté d'expression, de la presse et de religion ainsi que l'organisation d'élections libres et équitables et l'instauration de la démocratie dans le pays; demande la libération immédiate de tous les prisonnier ...
70. Calls on the Government of Ethiopia to formally endorse the Boundary Commission’s delimitation decisions between Eritrea and Ethiopia as final and binding, in accordance with UNSC Resolutions 1907 (2009) and 2023 (2011), as well as with the relevant AU and IGAD resolutions; calls, therefore, on the Eritrean Government to agree to engage in dialogue with Ethiopia in order to address the process of disengagement of troops from the border and physical demarcation in accordance with the Boundary Commission’s decisions, bearing in mind the importance of keeping communities together, as well as the normalisation of relations with Ethiopia, including the reopening of the border; calls on the international community to engage with Eritrea and defend the interests and needs of the Eritrean people, while pressing the regime and the military to allow access to international organisations, prepare the long-promised elections and open up political space in the country; emphasises that all EU assistance which does not pursue humanitarian objectives should be made strictly conditional on a commitment by the Eritrean authorities to facilitate a democratic transition and the improvement of the human rights situation in the country, with transparent and tangible benchmarks, as well as of the basic needs of the Eritrean people; calls on Eritrea to desist from providing any support for armed groups which undermine peace and reconciliation in Somalia and, more generally, regional stability; calls for freedom of speech, the press and religion, as well as the introduction of free and fair elections and democracy in the country; calls for the immediate release of political prisoners, including the jailed journalist Dawit Isaac, who has been imprisoned without trial for over 4000 days;

Le rapport énumère les moyens par lesquels l’Union, par un travail en commun aux niveaux communautaire et nationaux, peut répondre à ce défi : un nouvel engagement à concrétiser les réformes promises, de nouvelles mesures de niveau national pour s’attaquer aux problèmes de la mondialisation comme la création d’un Fonds d’ajustement à la mondialisation, et de nouvelles modalités de renforcement des partenariats en faveur du changement passés avec les États membres dans des domaines comme l’énergie ou la recherche – et visant entre autres à renforcer la coordination des politiques économiques ou à doter les travailleurs des compétences et de la formation requises par une économie fondée sur la connaissance.
The Report identifies ways in which the Union, working together at EU and national level can respond; a new commitment to delivering promised reforms, new steps at national level to tackle globalisation such as the creation of a globalisation adjustment fund, and new ways to reinforce a partnership for change with the Member States in areas like energy, research – from stronger economic policy co-ordination to giving people the skills and training needed in a knowledge-economy.
