TRADUCTIONS EN CONTEXTE

Afin que la liste des projets d'intérêt commun de l'Union (ci-après dénommée «liste de l'Union») soit limitée aux projets qui contribuent le plus à la mise en œuvre des corridors et domaines prioritaires en matière d'infrastructures énergétiques stratégiques, il convient de déléguer à la Commission le pouvoir d'adopter et de réviser la liste de l'Union conformément à l'article 290 du traité sur le fonctionnement de l'Union européenne, sans préjudice du droit des États membres d'approuver des projets d'intérêt commun ayant un lien avec leur territoire.
In order to ensure that the Union list of projects of common interest (‘Union list’) is limited to projects which contribute the most to the implementation of the strategic energy infrastructure priority corridors and areas, the power to adopt and review the Union list should be delegated to the Commission in accordance with Article 290 of the TFEU, while respecting the right of the Member States to approve projects of common interest related to their territory.

1. 1. Where a project promoter incurs higher risks for the development, construction, operation or maintenance of a project of common interest falling under the categories set out in Annex II. 1(a), (b) and (d) and Annex II. 2, compared to the risks normally incurred by a comparable infrastructure project, Member States and national regulatory authorities shall ensure that appropriate incentives are granted to that project in accordance with Article 37(8) of Directive 2009/72/EC, Article 41(8) of Directive 2009/73/EC, Article 14 of Regulation (EC) No 714/2009, and Article 13 of Regulation (EC) No 715/2009.

7. insiste sur le besoin urgent de nouvelles infrastructures énergétiques modernisées, intelligentes et flexibles à tous les échelons du réseau, notamment de réseaux intelligents, afin de permettre une flexibilité accrue des capacités électriques de secours et d'équilibrage, dont les systèmes individuels de microgénération et de stockage, ainsi que le développement de nouvelles utilisations de l'électricité (telles que les véhicules électriques) et de programmes de réponse à la demande; souligne qu'il convient de garantir, lors du développement et de la modernisation des infrastructures énergétiques, une coopération plus poussée entre des opérateurs de réseaux de transmission ainsi que la participation forte, transparente, coordonnée et opportune de l'ensemble des parties prenantes; se félicite de la grande attention portée aux projets d'intérêt commun ayant trait à l'énergie intelligente dans le cadre du mécanisme pour l'interconnexion en Europe, tout en déplorant que seuls deux projets de réseaux intelligents aient été inclus dans la liste biennale actuelle; insiste sur le fait que des projets de réseaux intelligents au niveau des systèmes de distribution doivent également être pris en compte; souligne que les projets d'infrastructures doivent satisfaire aux critères de durabilité et de compétitivité, et s'appuyer sur une approche intégrée, garantie par l'implication des gestionnaires de réseau de distribution; souligne également qu'il est important de développer les interconnexions énergétiques nord-sud en Méditerranée;
7. Emphasises the urgent need for new, modernised, smart and flexible energy infrastructure at all network levels, especially smart grids, to allow for more flexible back-up and balancing power capacity, including individual microgeneration and storage systems, new electricity uses (such as electric vehicles) and demand-response programmes; stresses the need to ensure greater cooperation on the part of transmission system operators and the determined, transparent, coordinated and timely involvement of all stakeholders in the extension and modernisation of the energy infrastructure; welcomes the strong emphasis placed on smart energy projects of common interest in the Connecting Europe Facility, while regretting that only two smart grid projects were included in the current two-year list; stresses that smart grid projects at distribution system level must be taken into account; emphasises that infrastructure projects must fulfil sustainability and competitiveness criteria and be underpinned by an integrated approach, which shall be ensured by involving distribution system operators; also underlines the importance of developing North-South energy connections in the Mediterranean;

(17) Afin que la liste des projets d'intérêt commun de l'Union ("liste de l'Union") soit limitée aux projets qui contribuent le plus à la mise en œuvre des corridors et domaines prioritaires en matière d'infrastructures énergétiques stratégiques, la Commission devrait être habilitée par délégation à adopter et à réviser la liste de l'Union conformément à l'article 290 du traité sur le fonctionnement de l'Union européenne sans préjudice du droit des États membres à approuver des projets d'intérêt commun ayant un lien avec leur territoire.

92. souligne la nécessité d'une démarche plus participative et mesure qu'une plus grande adhésion de la population locale aux projets d'infrastructure énergétique implique la diffusion d'informations appropriées quant à leur finalité, et la participation locale à leur élaboration au stade le plus précoce; demande la participation, à tous les niveaux de la société civile, des ONG, de l'industrie, des partenaires sociaux et des organisations de consommateurs, au processus de consultation sur les projets d'intérêt européen; invite la Commission à mettre en place un système de consultation et d'évaluation afin d'identifier et de diffuser les meilleures pratiques en ce qui concerne l'adhésion des citoyens aux projets d'infrastructure;
92. Stresses the need for a more participatory approach, and recognises that securing greater acceptance by local people of energy infrastructure projects goes hand in hand with providing adequate information about the purpose of the projects, and with local involvement in their development at the earliest possible stage; calls for the participation, at all levels of civil society, of NGOs, industry, the social partners and consumer organisations in the consultation process for projects of European interest; calls on the Commission to set up a consultation and assessment system in order to identify and disseminate best practices and knowledge in relation to public acceptance of infrastructure;

75. approuve les corridors prioritaires sélectionnés par la Commission et marque son accord sur la nécessité d'optimiser l'utilisation de crédits limités; rappelle que, bien que la responsabilité de la planification et du développement de projets d'infrastructure incombe principalement au marché, l'Union européenne a un rôle à jouer en favorisant certains projets de par leur statut de «projet d'intérêt européen» et en assurant le financement public de certains d'entre eux;
75. Welcomes the priority corridors identified by the Commission and agrees on the need to optimise limited funds; reiterates that, while responsibility for the planning and development of infrastructure projects lies mainly with the market, the EU has a role in promoting certain projects by awarding them the status of ‘project of European interest’ and in providing public financing to some of them;
