Definition: States of subjective distress and emotional disturbance, usually interfering with social functioning and performance, arising in the period of adaptation to a significant life change or a stressful life event. The stressor may have affected the integrity of an individual's social network (bereavement, separation experiences) or the wider system of social supports and values (migration, refugee status), or represented a major developmental transition or crisis (going to school, becoming a parent, failure to attain a cherished personal goal, retirement). Individual predisposition or vulnerability plays an important role in the risk of occurrence and the shaping of the manifestations of adjustment disorders, but it is nevertheless assumed that the condition would not have arisen without the stressor. The manifestations vary and include depressed mood, anxiety or worry (or mixture of these), a feeling of inability to cope, plan ahead, or continue in the present situation, as well as some degree of disability in 9the performance of daily routine. Conduct disorders may be an associated feature, particularly in adolescents. Définition: Cette catégorie concerne des anomalies de la personnalité et du comportement chez l'adulte, survenant en l'absence de troubles préalables de la personnalité et faisant suite à un facteur de stress, soit catastrophique, soit excessif et prolongé, ou à une maladie psychiatrique sévère. Ce diagnostic ne doit être porté que dans les cas où on a la preuve d'un changement manifeste et durable des modes de perception, de relation ou de pensée concernant l'environnement ou soi-même. La modification de la personnalité doit être significative et être associée à un comportement rigide et mal adapté, absent avant la survenue de l'événement pathogène. La modification ne doit pas être la manifestation directe d'un autre trouble mental ni un symptôme résiduel d'un trouble mental antérieur.
Definition: Disorders of adult personality and behaviour that have developed in persons with no previous personality disorder following exposure to catastrophic or excessive prolonged stress, or following a severe psychiatric illness. These diagnoses should be made only when there is evidence of a definite and enduring change in a person's pattern of perceiving, relating to, or thinking about the environment and himself or herself. The personality change should be significant and be associated with inflexible and maladaptive behaviour not present before the pathogenic experience. The change should not be a direct manifestation of another mental disorder or a residual symptom of any antecedent mental disorder.

Définition: Trouble rare, au cours duquel le sujet se plaint spontanément d'une altération qualitative de son activité mentale, de son corps et de son environnement, ceux-ci étant perçus comme irréels, lointains ou robotisés . Definition: A rare disorder in which the patient complains spontaneously that his or her mental activity, body, and surroundings are changed in their quality, so as to be unreal, remote, or automatized. Among the varied phenomena of the syndrome, patients complain most frequently of loss of emotions and feelings of estrangement or detachment from their thinking, their body, or the real world. In spite of the dramatic nature of the experience, the patient is aware of the unreality of the change. The sensorium is normal and the capacity for emotional expression intact. Depersonalization-derealization symptoms may occur as part of a diagnosable schizophrenic, depressive, phobic, or obsessive-compulsive disorder. In such cases the diagnosis should be that of the main disorder.

Les priorités concernant la programmation de 2001 restent les mêmes qu'en 2000 : il s'agit de présenter au comité de gestion des projets de qualité afin d'atteindre le pourcentage médian de la dotation nationale, arriver à un équilibre entre projets concernant l'environnement et concernant le secteur des transports, de même qu'entre le rail et la route. L'objectif est également de développer les activités en rapport avec des projets de lutte contre la pollution de l'air, et de coopérer avec les partenaires du secteur privé. The priorities for programming in 2001 remain the same as in 2000: presenting high-quality projects to the Management Committee with the aim to reach the mid-point in the percentage range of the country allocation, achieving a balance between environmental projects and the transport sector, and between rail and road. The objective is also to expand activities to air pollution projects, and to co-operate with private-sector partners. This will, however, crucially depend on the capacity of beneficiary countries to present suitable projects to the Commission.

Au titre du principe de précaution, comme l'exige la résolution du 21 novembre 2012 du Parlement européen sur les incidences sur l'environnement des activités d'extraction de gaz de schiste et de schiste bitumineux, il convient d'inclure les hydrocarbures non conventionnels (gaz et schiste bitumineux, gaz de réservoir étanche, méthane de houille), définis en fonction de leurs caractéristiques géologiques, à l'annexe I de la directive 2011/92/UE, indépendamment de la quantité extraite, de sorte que les projets concernant ces hydrocarbures soient systématiquement soumis à une évaluation de leurs incidences sur l'environnement.
In accordance with the precautionary principle, as called for by the European Parliament resolution of 21 November 2012 on the environmental impacts of shale gas and shale oil extraction activities, it would be appropriate to include non-conventional hydrocarbons (shale gas and oil, 'tight gas, 'coal bed methane'), defined according to their geological characteristics, in Annex I to Directive 2011/92/EU, regardless of the amount extracted, so that projects concerning such hydrocarbons are systematically made subject to environmental impact assessment.

This means that despite their environmental impact, the relevant projects are not subject to mandatory EIA.
