Afin d’assurer une approche cohérente entre les dimensions interne et externe de la politique de la pêche menée par l'UE, l'Union veillera à ce que les organismes internationaux compétents renforcent ces mesures en facilitant leur adoption par les pêcheurs, en intégrant un suivi des prises accessoires d'oiseaux marins dans les programmes d'observation (si cela n'est pas encore fait) et en promouvant les meilleures pratiques dans les flottes non UE. Le conseil consultatif régional pour la flotte en haute mer/pêche lointaine a sans conteste un rôle important à jouer dans l'exécution de cette tâche.
In order to ensure a coherent approach between the internal and external EU fisheries policy for seabirds, the Union will seek that the relevant international bodies enhance these measures by facilitating their adoption by fishermen, integrating seabird bycatch monitoring into observer programmes (where this has not already been achieved) and promoting best practice to non-EU fleets. The Long Distance Fleet Regional Advisory Council (LDRAC) has a clear role in assisting with this task.

C’est autour du sommet UE-ALC que s’articule la mise en œuvre du partenariat stratégique. The EU-LAC Summit process is key to implementing the Strategic Partnership. It facilitates dialogue at the highest level, underscores the special nature of the relationship and fuels the bi-regional agenda. The most recent Summit in Lima in 2008 was a chance to discuss positions on strategic topics that are high on the bi-regional and international agenda, such as poverty and climate change. The same trend is noticeable at other high-level bi-regional meetings, such as the EU-Rio Group Ministerial Meeting that took place in Prague (May 2009) and focused on the economic and financial crisis, renewable energy and energy security.

Notwithstanding other provisions of this Annex, if the Director determines that the placement of an observer from the On-Board Observer Programme is not practical, a vessel subject to the jurisdiction of a Party that fishes in the Agreement Area without setting on dolphins may use a trained observer from another international programme, provided such programme is approved by the Parties, to collect pertinent information for the On-Board Observer Programme, and to confirm to the Director that such vessel does not set on dolphins.

- - - COUNCIL DECISION on a joint action adopted by the Council on the basis of Article J.3 of the Treaty on European Union concerning support for the transition towards a democratic and multiracial South Africa THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty on European Union, and in particular Article J.3 thereof, Having regard to the general guidelines issued by the European Council on 29 October 1993 which take up as an area for joint action support for the transition towards multiracial democracy in South Africa through a co- ordinated programme of assistance in preparing for the elections and monitoring them, and through the creation of an appropriate co-operation framework to consolidate the economic and social foundations of this transition, HAS DECIDED AS FOLLOWS: Article 1 The European Union shall implement a co-ordinated programme of assistance in preparing for the elections taking place in South Africa on 27 April 1994 and monitoring them, on the basis of the following factors: 1) assistance in preparing for the elections will cover the provision of advice, technical assistance and training, continued support for non- partisan voter education, and the provision of a substantial number of European observers as part of an overall international effort co- ordinated by the United Nations; 2) the establishment at this stage of a "European Electoral Unit" in South Africa in accordance with the procedures set out in the Annex.

- 4 - SEVERAL ACP STATES Assistance to ACP/CEE 5th EDF 1 416 000 ECU business organizations set up Grant to improve production and export marketing of commodities The aim of the project is to help APROMA (Association des Produits a Marche) respond to the requests for assistance it received from ACP companies or organizations involved in developing export sales of "soft" commodities (agricultural and forestry products) incuding coffee, cocoa, oils and fats, timber, hides and skins. Recognizing that success in this field does not depend only on international agreements (e.g. the International Coffee and Cocoa Agreements), but also on commercial facilities and skills, APROMA is keen to develop a support programme over three years to provide : - training for ACP managers and administrators from marketing organizations and companies ; - selective up-to-date information to serve as a basis for commercial strategy and trade negotiations ; - specialist coordination in areas relating to the activities of ACP marketing organizations and companies and their dealings with European professionals and colleagues ; - technical assistance to ACP marketing and export bodies to help them improve their organization and operational resources.

- 3 - Within its spheres of competence, the Community's contribution to the space effort will aim at: (a) encouraging and supporting the optimum development and exploitation of Earth observation applications, particularly by means of initiatives contributing to the establishment of a European operational system for the study and monitoring of the environment; increasing and intensifying the use of satellite data within the framework of various Community policies; (b) creating regulatory conditions allowing the development of new markets for satellite communication services; (c) developing complementarity and synergy between Community RTD programmes and the space programmes of the ESA and the Member States, in particular by taking into consideration the future technological needs of the space sector when defining the content of Community programmes and by promoting better use of the results of Community programmes in the space sector; (d) encouraging the consolidation and growth of a competitive space industry and promoting its interests at international level, within the framework of the Community's industrial and commercial policies; (e) encouraging the widening of balanced international cooperation, particularly taking into account the new opportunities for cooperation with the Republics of the former Soviet Union and the countries of Central and Eastern Europe.
