Considers better coordination between the requirements of economic growth and the environment to be an extremely important principle; stresses that integration of environmental policy into other fields of policy is a basic premise; calls, therefore, on the competent authorities to ensure that EU-funded projects and programmes, for example those aimed at the modernisation of infrastructure, particularly in the fields of energy and transport, give due regard to environmental considerations, taking account, inter alia, of use of renewable energy sources, the development of efficient public transport, especially by rail, and in particular the preservation of the extensive biodiversity of the candidate countries and integral natural areas and that environmentally destructive projects be disqualified; recognise that this biodiversity is a priceless asset which on the accession of the candidate countries will become part of the irreplaceable heritage of the European Union; recognise in practice that the biodiversity and the rich natural and cultural heritage of rural areas in the candidate countries could form the potential foundation of social and economic strategies based upon sustainable development; encourage activities which tend to minimise any harmful impact on landscape and nature, and maximise benefits, whilst preserving a rural population as well as biodiversity; establish to this end clear links between National Rural Development Plans and funds granted under SAPARD, and the priorities of the Birds and Habitats Directives, with particular regard to Natura 2000 sites, which should be the target of pilot agri-environment programmes;
