Under the fifth Framework Programme for Research, Technological Development and Demonstration (1998-2002) many projects contributing to the development and implementation of TEN-T policies had been already initiated in several key actions and programmes: key action 2 'Sustainable mobility and intermodality' and key action 3 'Land transport and marine technologies' in the Competitive and Sustainable Growth programme, key action 5 'Cleaner energy systems, including renewable and key action 6 'Economic and efficient energy for a competitive Europe' in the Energy, Environment and Sustainable Development programme as well as in the Information Society Technologies programme.

Si la Commission constate qu’un programme soumis ou certaines de ses actions ne sont pas conformes à la réglementation communautaire ou, en ce qui concerne les actions à réaliser sur le marché intérieur, aux lignes directrices visées à l’article 5, ou qu’ils n’offrent pas un bon rapport qualité/prix, elle informe, dans un délai à déterminer conformément à la procédure visée à l’article 16, paragraphe 2, le ou les États membres concernés de l’inéligibilité de tout ou partie de ce programme.
If the Commission finds that a programme which has been submitted or some of the measures therein are not in line with Community rules or, for the measures to be carried out on the internal market, with the guidelines referred to in Article 5, or they do not offer value for money, it shall notify the Member State(s) concerned of the ineligibility of all or part of that programme, within a time limit to be determined, in accordance with the procedure referred to in Article 16(2).
