The Hague Programme underlined the importance of the question of economic immigration, and invited the Commission to "present a policy plan on legal migration including admission procedures capable of responding promptly to fluctuating demands for migrant labour in the labour market before the end of 2005".

Le programme de La Haye, adopté par le Conseil européen réuni le 4 novembre 2004, reconnaissait que l’immigration légale jouera un rôle important dans le développement économique et invitait donc la Commission à présenter un programme d’action relatif à l’immigration légale, y compris des procédures d’admission, qui permettrait au marché du travail de réagir rapidement à une demande de main-d’œuvre étrangère en constante mutation.
The Hague Programme, adopted by the European Council on 4 November 2004, recognised that legal migration will play an important role in advancing economic development and asked the Commission to present a policy plan on legal migration, including admission procedures, capable of responding promptly to fluctuating demands for migrant labour in the labour market.

As part of the implementation of the policy plan on legal migration, legislative proposals have been presented to harmonise the admission procedures, criteria and rights of certain categories of third-country nationals [63].
