«La Commission approuve les programmes sans demander les informations nécessaires pour vérifier s’ils portent réellement leurs fruits, et les États membres ne fournissent pas ces informations», a déclaré M. “The Commission is approving programmes without requiring the information to check if they are really working and the Member States are not providing it”. , said Lazaros Lazarou, the ECA member responsible for the report, “Not having reliable, verifiable and timely performance data and assessments of the different actions makes it impossible for the policy makers to draw conclusions for current and future policymaking”.

35. soutient pleinement l'action de la Commission en faveur d'une politique efficace dans le domaine de l'environnement et du changement climatique et demande dès lors que le 7 programme d'action en faveur de l'environnement soit un programme ambitieux; demande par ailleurs une nouvelle fois que la Commission donne la priorité à un ensemble d'initiatives législatives destinées à lutter contre le changement climatique, notamment par la révision du règlement relatif aux gaz à effet de serre fluorés, initialement prévue dans son programme de travail pour 2011, ainsi que par le dépôt de propositions législatives permettant de réduire les émissions de CO2 du transport maritime compte tenu des négociations en cours au niveau de l'OMI et les émissions du secteur aérien hors CO2; regrette qu'à ce jour, la Commission n'ait toujours pas déposé de proposition législative visant à modifier la directive relative aux informations sur la consommation de carburant et les émissions de CO2 à l'intention des consommateurs lors de la commercialisation des voitures particulières neuves alors que cette initiative avait déjà été annoncée dans la programme de travail de la Commission pour 2010; demande enfin instamment à la Commission de présenter sa proposition destinée à lutter contre les effets néfastes du changement indirect d'affectation des sols lié aux biocarburants et aux sables bitumeux;
35. Fully supports the Commission's efforts to promote an effective environmental and climate change policy and therefore insists on an ambitious 7th Environment Action Programme; furthermore, reiterates its call for the Commission to bring forward as a priority, a set of legislative initiatives aimed at combating Climate Change including i.e., the revision of the Regulation on fluorinated greenhouse gases - which was initially foreseen in its 2011 work programme - as well as legislative proposals to tackle CO2 emissions from maritime transport taking into account the current negotiations at IMO level, and non-CO2 emissions from aviation; regrets that, to date, the Commission has not submitted a legislative proposal amending the directive on consumer information on fuel economy and CO2 emissions of new passenger cars, even though this initiative was already announced in the Commission's 2010 work programme; furthermore, urges the Commission to submit its proposal aimed at tackling the adverse effects of indirect land-use change related to biofuels and tar sands;

The Commission also intends to create an executive agency to handle those parts of the programme that are heavy on administration, but not particularly policy-driven, such as Marie Curie grants and fellowships and other mobility actions, support to small- and medium-size enterprises, as well as administrative tasks related to other research projects.
