Recalls that a healthy political culture is the foundation of democracy; calls on the opposition parties to end the boycott of the national parliament and resume the political dialogue within institutions; considers that it is the responsibility of the government and opposition to ensure immediate and open dialogue on all the existing challenges which the country is facing; points out that political instability could affect the European integration process, which should be a common shared priority for all the components of society; welcomes the adoption of the amendments to the rules of procedure of the parliament, allowing for stronger engagement by the opposition in its work; is, however, concerned that there is insufficient dialogue between the government and opposition parties and a general climate of distrust and confrontation; urges both sides to foster a climate of trust and to show strong commitment to using the new parliamentary rules of procedure in order to strengthen the political dialogue and constructive cooperation in the legislative process and in parliamentary scrutiny of the government's activities;

Cannot accept that, whereas under the Philip Morris and Japan Tobacco agreements the Community received USD 1,65 billion for the fight against fraud, instead of setting up a common approach, the Commission sent some 90% of this money un-earmarked straight to the Ministers of Finance of the Member States; calls on the Council and the Commission to set up a tripartite working group with Parliament to find adequate solutions to make wise and better use of this and similar income of the Union; finds it unacceptable that in times of economic downturn billions of Euro of fines, paid by major companies who violated European competition rules to the detriment of European consumers, are not used by the Union to stimulate the economy to the benefit of the unemployed and /or to help developing countries who will suffer most under the crisis, but instead are simply sent to the national treasuries;

Nous en sommes maintenant à l’examiner et à en débattre. Il sera adopté, j’en suis sûr, après avoir passé l’étape de la troisième lecture, mais, je le répète, étant donné qu’il a été bien rédigé au départ, puisqu’il n’a nécessité aucun amendement, quand le gouvernement a décidé de le présenter comme l’une de ses premières tentatives de réforme démocratique dont il veut faire profiter tous les Canadiens, il s’est révélé être un exemple éloquent du genre d’attitude que notre gouvernement tient à adopter quand il s’agit de réforme démocratique.
It will pass, I am sure, after third reading, but again, this speaks to the fact that when this bill was first crafted, when the government decided to bring this bill forward in one of our first attempts at democratic reform for all Canadians, it was a shining example of the type of attitude that this government has when it comes to democratic reform, because it was a bill that required no amendment.

J'en profite pour rappeler qu'à cette occasion, c'est une résolution unanime de notre caucus qui a permis l'adoption de cet amendement ayant notamment pour objectif de favoriser l'épanouissement des communautés francophones et anglophones vivant en situation minoritaire au Canada et d'appuyer leur développement.
