This involves: improving coordination and complementarity between Community and Member States, notably through the BEG; ensuring existing and new policies and budgets (including those developed under Lisbon Strategy National Reform Programmes) take due account of biodiversity needs; taking account of environmental costs (including loss of natural capital and ecosystem services) in decision–making; improving coherence at national level between various plans and programmes affecting biodiversity; and ensuring decision–making at regional and local level is consistent with high–level commitments for biodiversity.

Pour sensibiliser l'opinion à la citoyenneté de l'Union et aux droits concrets qu'elle confère à tous les citoyens de l'Union, en particulier des droits électoraux, et pour faire connaître les possibilités de participation au processus décisionnel de l'UE, la Commission élaborera un guide présentant, sous une forme claire, concise et accessible, les droits attachés à la citoyenneté de l'Union, et elle encouragera sa diffusion.
To raise awareness about EU citizenship and the concrete rights it confers to all EU citizens, in particular their electoral rights, and about the possibilities to participate in the decision-making process of the EU, the Commission will produce and promote the dissemination of a handbook presenting in a clear, concise and readable way, the rights attached to EU citizenship.

In order to promote access to environmental information under the Convention of the United Nations Economic Commission for Europe on access to information, public participation in decision-making and access to justice in environmental matters (the Aarhus Convention), which was approved on behalf of the Union by Council Decision 2005/370/EC of 17 February 2005 on the conclusion, on behalf of the European Community, of the Convention on access to information, public participation in decision-making and access to justice in environmental matters , the level and quality of information to the public should be improved.

Stresses that a precondition for increased cooperation between the EU and the UN at field level is the rapid completion of the processes of decentralisation and deconcentration of management and decision-making to EC external delegations; considers that the very hierarchical structure of EU decision-making has been a hindrance for effective field level cooperation in the past, whereas most UN agencies and programmes authorised far-reaching decentralisation of decision-making to the country level several years ago;
