The Candidate Countries Turkey, the former Yugoslav Republic of Macedonia*, Montenegro*, Serbia* and Albania*, the country of the Stabilisation and Association Process and potential candidate Bosnia and Herzegovina, and the EFTA countries Iceland, Liechtenstein and Norway, members of the European Economic Area, as well as Ukraine, the Republic of Moldova, Armenia, Azerbaijan and Georgia, align themselves with this declaration.* The former Yugoslav Republic of Macedonia, Montenegro, Serbia and Albania continue to be part of the Stabilisation and Association Process.

Le Conseil européen précise que les prochaines étapes devront être examinées en fonction du débat sur la stratégie pour l'élargissement, comme le prévoient les conclusions du Conseil du 12 décembre 2005; du respect par l'ancienne République yougoslave de Macédoine des critères politiques de Copenhague; des exigences liées au processus de stabilisation et d'association et à la mise en œuvre effective de l'accord de stabilisation et d'association; ainsi que de la nécessité de réaliser de nouveaux progrès significatifs pour répondre aux autres questions soulevées dans l'avis de la Commission et satisfaire aux autres critères qui y sont fixés pour l'adhésion, et de mettre en œuvre les priorités du partenariat européen, sur la base de critères de référence spécifiques.
The European Council makes clear that further steps will have to be considered in the light of the debate on the enlargement strategy, as provided for by the Council conclusions of 12 December 2005; of compliance by the former Yugoslav Republic of Macedonia with the Copenhagen political criteria; of the requirements of the Stabilisation and Association Process and the effective implementation of the Stabilisation and Association Agreement; and of the need for further significant progress to respond to the other issues and criteria for membership included in the Commission's Opinion and implementation of the priorities in the European Partnership, on the basis of specific benchmarks.

The Accession Partnerships shall provide a framework covering the priorities resulting from the analysis of the situation in each country, on which preparations for accession must concentrate in the light of the Copenhagen criteria defined by the European Council and the progress made in implementing the stabilisation and association process, including the Stabilisation and Association Agreements concluded with those countries (3), and in particular regional cooperation.

The European Partnerships shall provide a framework covering the priorities resulting from the analysis of the partners’ different situations, on which preparations for further integration into the European Union must concentrate in the light of the criteria defined by the European Council, and the progress made in implementing the stabilisation and association process including Stabilisation and Association Agreements, where appropriate, and in particular regional cooperation’.

Une mise en oeuvre rapide de l'accord-cadre renforcera également les progrès du processus de stabilisation et d'association, et notamment le processus de ratification, en cours, de l'accord de stabilisation et d'association (ASA).
Rapid implementation of the Framework Agreement will also enhance progress in the Stabilisation and Association process, including the ongoing ratification process of the Stabilisation and Association Agreement (SAA).

(5) Il convient de développer et de réorienter l'assistance communautaire existante pour l'adapter aux objectifs politiques de l'Union européenne vis-à-vis de la région, plus particulièrement pour contribuer au développement du processus de stabilisation et d'association et renforcer la responsabilité des pays et entités bénéficiaires vis-à-vis de ce processus.
(5) The existing Community assistance should be expanded and redirected to adjust it to the European Union's political objectives for the region and, particularly, to contribute to the stabilisation and association process and increase the responsibility of recipient countries and entities in relation to that process.
