RECONNAISSANT les avancées accomplies dans le processus d'intégration économique centraméricaine, tels que les efforts fournis en faveur de la création rapide d'une union douanière, l'entrée en vigueur du mécanisme de règlement des différends, la signature du traité centraméricain sur les investissements et le commerce des services, ainsi que la nécessité d'approfondir le processus d'intégration régionale, la libéralisation des échanges au niveau régional et les réformes économiques en Amérique centrale;
RECOGNIZING the advances in the Central American economic integration process, such as for example, the efforts towards a prompt establishment of a Central American Customs Union, the entry into effect of the Trade Dispute Settlement Mechanism, the signing of the Central American Treaty on Investment and Trade in Services; as well as the need to deepen the process of regional integration, regional trade liberalization and economic reform within the Central American region;

Emphasises that the new DCI should foster the regional integration process; in this respect, recalls that the Association and the Multiparty Trade Agreements, if correctly focused taking into account asymmetries, may be a powerful incentive in its development and regional integration, but argues that the lack of coherence between policies jeopardises this process; urges the EU to ensure that any agreements concluded bilaterally do not undermine Latin America's integration process; notes also that while interregional relations have decreased to the benefit of bilateral relations, this shift towards bilateralism tends to increase the fragmentation and rivalry within Latin America's regional blocs;

Insists that the RECs should be the pillars of the African integration process and the establishment of a pan-African market, and should not only be dealing directly with Europe; and that EPAs should not undermine Africa's own regional integration agenda ,but that they should also be instruments for South-South integration and trade; calls therefore on the EU to respect Africa’s own integration process, as determined by the Treaty establishing the African Economic Community of June 1991 (the Abuja Treaty), which provides for the African Economic Community to be set up through a gradual process, achieved by coordination, harmonisation and progressive integration of the activities of existing and future RECs in Africa;

Stresses the importance of capacity-building for trade to enhance the ACPs' ability to identify needs and strategies, of negotiating and supporting regional integration and of assisting in this process, with a view in particular to diversification and to supporting regional integration and enhancing production and supply and trading capacity and by offsetting adjustment costs as well as increasing their ability to attract investment while protecting local fledgling industries;

Au niveau sous-régional, la coopération communautaire se concentre sur l'appui à l'intégration régionale et comporte notamment un projet d'«harmonisation des normes et réglementations techniques et des procédures d'évaluation de la conformité» visant à faciliter la libre circulation des marchandises entre les pays membres du Mercosur et entre le Mercosur et l'Union européenne, un programme d'assistance technique liée au commerce à l'appui du processus de création du marché commun andin et un programme en faveur de l'intégration de l'Amérique centrale ayant pour objectif spécifique d'accroître la capacité du Système d'intégration de l'Amérique centrale (SICA) et de la société civile à renforcer et approfondir le processus d'intégration et de coopération.
At sub-regional level EU cooperation has focused on providing support for regional integration. This includes a project for "Harmonisation of Technical Standards, Technical Regulations and Conformity Assessment Procedures", aimed at facilitating the free circulation of goods between Mercosur member countries, and between Mercosur and the European Union; a trade- related technical assistance programme to support the process of the creation the Common Andean Market; and a programme supporting the Central American integration whose specific objective is to increase the capacity of the Central American Integration System (SICA) and of civil society to strengthen and deepen the process of integration and co-operation.
