35. se félicite du processus de réforme constitutionnelle en cours dans les domaines de la décentralisation et de la justice; rappelle que la commission de Venise du Conseil de l'Europe a publié des recommandations positives concernant les deux séries d'amendements constitutionnels; souligne que l’adoption des amendements relatifs au pouvoir judiciaire ouvrira la voie à une réforme globale du système judiciaire et, par conséquent, se félicite de la décision prise récemment par le Parlement ukrainien d’envoyer ces amendements à la Cour constitutionnelle; souligne qu'outre le fait de tenir compte des exigences établies par les accords de Minsk, les amendements portant sur la décentralisation contribueront de manière décisive à moderniser le pays; invite dès lors le Parlement ukrainien à procéder rapidement à l’adoption de ces amendements en deuxième lecture;
35. Welcomes the ongoing constitutional reform process in the areas of decentralisation and judiciary; recalls that the Venice Commission of the Council of Europe has issued positive recommendations on both sets of constitutional amendments; stresses that the adoption of the amendments on the judiciary will pave the way for a comprehensive reform of the judicial system, and therefore welcomes the step recently taken by the Ukrainian parliament to send these amendments to the Constitutional Court; underlines the fact that the amendments on decentralisation, besides reflecting a requirement of the Minsk Agreements, will decisively contribute to the modernisation of the country; calls therefore on the Ukrainian parliament to swiftly proceed with the adoption of these amendments in second reading;

The new Commission proposal for amending the existing directive stipulates removing the 1 000 m limit, setting certain minimum energy performance requirements for buildings and introducing a process for converging the minimum requirements established at national level, promoting buildings which produce locally a quantity of renewable energy equivalent to the primary energy consumed, and only financing from public funds the construction of buildings which comply with the minimum energy performance requirements.
