Ces recommandations correspondent globalement aux suggestions figurant dans la proposition de la Commission du 14 septembre, qui vise une extension et un renforcement de l'EFSI et de la plateforme européenne de conseil en investissement; il s'agit notamment d'encourager une coopération plus étroite avec les banques de développement nationales, de renforcer l'acceptation de l'EFSI à travers l'Union en mettant l'accent sur les régions moins développées et en transition, de consolider la plateforme de conseil localement, de favoriser une plus grande complémentarité avec d'autres sources de financement de l'UE et d'en faciliter la combinaison, et de préciser la définition et les critères afin de s'assurer que les projets n'auraient pas été financés dans la même mesure et au même moment sans l'aide de l'EFSI (principe dit «d'additionnalité»).
These recommendations are broadly in line with the suggestions made in the Commission's 14 September proposal for an extension and reinforcement of the EFSI and the European Investment Advisory Hub, such as encouraging closer cooperation with national promotional banks; reinforcing the take-up of EFSI across the EU with a focus on less developed and transition regions; strengthening the Advisory Hub locally; enabling greater complementarity and facilitating combination with other EU funding sources; and reinforcing the definition and criteria to ensure that projects would not have been financed to the same extent and at the same time without EFSI support (so-called additionality).

Parliament can only reiterate its frequent appeals to the Commission to examine more closely the problems relating to verification of additionality in the annual reports, and to the Member States to comply scrupulously with the additionality principle and cooperate with the Commission to ensure greater transparency in the application of this fundamental principle.

The main changes in the rules - The priorities of the Structural Funds have been adapted to take account of new political priorities, particularly in the social field and fisheries and with regard to changes in the countryside. - Although geographical concentration on Objective 1 has been somewhat diluted by the political choices made, financial concentration on those regions will be considerably enhanced. - In future the partnership will embrace the economic and social partners in compliance with the institutional rules and existing practices of each Member State. - Programming procedures will be adjusted to simplify decision-making procedures while ensuring equal availability of the information required for the granting of Community assistance. - Structural measures will be implemented with greater transparency. - There are better arrangements for ensuring the prior appraisal, monitoring and ex post evaluation of structural measures. - Environmental concerns play their full part in the programming process. - The principle of additionality and the criteria for judging compliance have been clarified. - There will be greater flexibility in the areas which the Funds can assist and in modulation of their rates of assistance.
