Un dialogue permanent sera entretenu entre les parties prenantes afin de développer les infrastructures de données spatiales nécessaires et un soutien sera apporté à la mise en œuvre de la proposition de directive INSPIRE (Infrastructure for Spatial Information in Europe: infrastructure pour l’information spatiale en Europe).
A continuous dialogue between stakeholders will be maintained to develop the needed spatial data infrastructures and the implementation of the INSPIRE (Infrastructure for Spatial Information in Europe) proposal for a directive will be supported.

Stresses that fostering the building of transmission and distribution infrastructure for efficient and intelligent integration of renewable energy and new electricity uses (such as electric or plug-in hybrid vehicles) is critical for the successful achievement of overall energy objectives; welcomes the priority given to the future European super-grid and the pilot projects endorsed by the Florence Forum; asks the Commission to consult all relevant stakeholders with a view to speeding up the identification of electricity highways as an integrated hub-based grid infrastructure in order to optimise connectivity, system resilience and operational flexibility and to reduce costs, without excluding any wider European geographical territory, and calls the Commission to present an outline to Parliament by mid-2014, which addresses as fully as possible the specific needs arising from the transmission of renewable energies;

E. recognising that to protect critical infrastructure requires a consistent, cooperative partnership between the owners and operators of such infrastructure and Member State authorities; noting that analysing and managing risk in each infrastructure must be based on strict EU-set processes and standards; noting that the responsibility of managing risk within physical facilities, supply chains, information technologies and communication networks ultimately rests with the owners and operators who are in charge of the day to day running of those infrastructures; noting, however, that the EU and Member States should assist, instruct, support and monitor industry at all levels of public authority, including through financial and other incentives, as and when appropriate, to perform their obligations; noting, in this regard, that operators should be able to forward existing information to the authorities and that the latter take responsibility for analysing the information and devising appropriate security solutions in conjunction with the operators; whereas it is vital that the fundamental right to data protection is ensured at European and national levels in each individual case linked with these activities,

The costs incurred as a result of hosting cross-border flows shall be established on the basis of the forward looking long-run average incremental costs, taking into account losses, investment in new infrastructure, and an appropriate proportion of the cost of existing infrastructure, as far as infrastructure is used for the transmission of cross-border flows, in particular taking into account the need to guarantee security of supply.
